RECOMMENDATION:
That the City Council, by Resolution, adopt the East Anaheim Master Plan of Sanitary Sewers dated March 2023.
DISCUSSION:
The Department of Public Works has an ongoing Sanitary Sewer Master Plan Program for three primary areas of the City. These are the West Area, the Central Area and the East Area of Anaheim. The current Combined East Anaheim Master Plan of Sanitary Sewers was completed and adopted in December 2005 based on the 2000 Census data. The updated East Anaheim Master Plan of Sanitary Sewers dated March 2023 (Study) based on the latest 2020 Census data is now completed and is ready to be adopted.
The Study area is generally bounded by the northern city limits on the north, the Orange Freeway (SR-57) and the Central Anaheim Master Plan of Sanitary Sewers Study Area on the west, the Southern City limits on the south, and the Eastern City limits on the east as shown in the attached Study Area Map. Existing and build-out peak dry weather sewer flows are quantified to determine the sanitary sewer needs for the East Anaheim Area. This Study will provide a foundation for prioritizing future capital improvements and to help guide opportunities and needs for future General Plan amendments, Specific Plans, and land use modifications that would change wastewater flows in our sanitary sewer system.
The Study identifies the total estimated cost for sanitary sewer improvements needed in the East Anaheim area is approximately $13,905,000. This includes $713,000 for existing sanitary sewer deficiencies not meeting current design capacity guidelines, $6,253,000 for future sanitary sewer capacity needs when this area is built-out with new development, and $6,939,000 for operational/maintenance deficiencies. Most of these needs will be addressed through the on-going capital improvement and maintenance program.
