ACTION:
Receive an informational report on sidewalk vending and provide direction to staff, as necessary.
DISCUSSION:
At the Council meeting on March 28, 2023, Council Member Diaz requested a presentation on street vending. The following presentation includes the City’s comprehensive and multi-faceted approach on street vending including working with the County of Orange to encourage entrepreneurship, citing unpermitted sidewalk vendors, and working with the Orange County Health Agency’s Unlawful Food Vendor Program to identify and remove sidewalk vending stands that are detrimental to public health and safety.
The City of Anaheim faces challenges with street vending, including health risks, environmental concerns, and new state law which limits the City’s ability to regulate sidewalk vending and prohibits criminal penalties for violations. Addressing these issues requires a multi-faceted approach that involves collaboration between Code Enforcement, Police, Public Works, and the County of Orange.
IMPACT ON BUDGET:
Funding for the enforcement of the street vending municipal code and associated activities is included in the Planning and Building Department’s Fiscal Year 2022/23 General Fund Budget.
