CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MAY 16, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY EXTENSION OF MASTER AGREEMENT FOR

CITATION PROCESSING SERVICES
ATTACHMENT (Y/N): NO ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and ratify the extension of a master agreement with Turbo Data Systems, Inc., Tustin, CA through June 30, 2023, for citation processing services. Total cost of the six- month extension period is estimated to be $240,000 based on expenses incurred over the prior six months inclusive of the recently extended period of January through April 2023.

DISCUSSION:

Prior to the last extension through Dec. 2022, Purchasing solicited offers from known vendors by posting a Request for Proposal (RFP) on the City’s bid portal. The most recent RFP added a component for permit processing services to the previous citation processing services. This was to blend these related services under a single platform.

Three proposals were received, and staff has gone through an extensive process evaluating the proposals to determine which response would best fit the current and future needs of each department. The agreement for citation processing includes the software, supplies, and equipment used by city staff, police officers, and contractors when issuing parking and administrative citations. Beyond providing the capability for issuing certain types of citations, the agreement covers services including the receipt of on-line payments, processing of handwritten parking citations, delinquent notices, DMV registration holds and releases, and citation appeals. The new agreement will also include the necessary software and supplies to issue, track, and collect payments for the thousands of parking permits issued by the city.

In an attempt to be as thorough as possible, staff have gone through an extensive evaluation of the RFP including on-site demonstrations of new equipment and software.

Staff expects to have a decision and bring a new agreement to Council for review and approval in June 2023.
