City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 13, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE THE ISSUANCE OF A MASTER AGREEMENT FOR
MONITORING, TESTING/INSPECTION & REPAIR SERVICES
FOR BURGLAR & FIRE ALARMS, FIRE SPRINKLER, AND
FIRE SUPPRESSION SYSTEMS
ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bid requirement of Council Policy
4.0 and authorize the Purchasing Agent to issue a master agreement to Siemens Industry, Inc., Cypress, California, in the not-to-exceed amount of $500,000 to provide central monitoring of fire and burglar alarms, testing and inspection of security and fire life systems, and as needed repairs for systems at 55 locations throughout the City. The agreement is for a one-year period with the option to renew per the terms of the Sourcewell cooperative contract 030421-SIE.
DISCUSSION:
The Public Works Department, Facility Services Division, is tasked with overseeing fire and life safety regulatory maintenance services for numerous sites throughout the City.
The services consist of monitoring burglar and fire alarms, regular testing of alarms systems, as well as testing and inspection of fire systems and corresponding components.
These tasks mitigate risk, create a safe and healthy environment within buildings, and maintain the City in compliance with mandated requirements. The services from this master agreement will cover 55 City locations including administrative buildings, libraries, community centers, as well as police and fire stations.
In addition to the required services, pricing also includes an estimated number of labor hours in various trade categories for as-needed repairs by appropriately licensed and qualified technicians, should they be required for any of the systems. Authorization is requested for the Purchasing Agent to execute renewal options in accordance with the terms from Sourcewell cooperative contract 030421-SIE.
