CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 13, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE TWO MEDIX

AMBULANCES
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the bidding requirement of Council Policy 4.0, and authorize the Purchasing Agent to issue a purchase order to Republic EVS, Santa Fe Springs, CA in the amount of $299,025.47 (plus all applicable taxes and fees) for two Medix ambulances for the Anaheim Fire & Rescue Department (AF&R).

DISCUSSION:

The new ambulances are being purchased to add to the fleet in order to address a shortage of equipment during peak times and will enable AF&R to respond to the ever increasing number of calls due to opioid use. This purchase was not part of the original fleet plan, but due to extreme delays in the supply of new vehicles, and the sudden availability of these two units, AF&R has requested their immediate purchase directly from the local representative. Due to supply chain delays of over one year, it would be advantageous for the City to purchase these units. The immediate availability of the units would enhance the department’s response to opioid overdoses and help alleviate the burden the crisis has put on the emergency response system.

These units will be 2024 models and will be nearly identical to the other units in the fleet. This will allow them to be used to support regular operations when needed.

However, the main focus of these two units will be addressing the impacts of the opioid crisis in our community. In addition to responding to calls for service, the units will be used to implement newly developed education programs that teach our citizens and local students how to recognize the signs of an overdose and administer life-saving medication such as naloxone. AF&R has taken an aggressive approach to combating the opioid crisis. The ambulances can be utilized to educate the residents of Anaheim on the on-going Opioid crisis and will be outfitted with exterior PSA graphics highlighting the existing opioid crisis. The investment in this equipment is expected to make a positive difference throughout the Anaheim community.
