CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 13, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR PRINTING SERVICES: ANAHEIM

MAGAZINE
ATTACHMENT (Y/N): NO ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from I Color Printing & Mailing, Inc. in the amount of $144,040 plus a 20% contingency and applicable tax, to print multiple issues of the quarterly Anaheim Magazine, for a one-year period with up to four one- year optional renewals; and authorize the Purchasing Agent to execute the renewal options, all in accordance with Bid #9677.

DISCUSSION:

Purchasing solicited bids from known suppliers and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., March 9, 2023, from the following bidders, and were publicly opened immediately thereafter.

* Bid amount using recycled content paper (required per city policy under SB 1383) ** Bid amount using standard non-recycled content paper The bid consisted of printing the quarterly Anaheim Magazine in English and Spanish for distribution throughout the City. The bid was separated into two sections. One section specified printing using standard non-recycled content paper and the second specified use of recycled content paper in compliance with city policy. Bidders could offer pricing for either paper option or both, however due to city policy, a bid based on equivalent recycled content paper would be awarded if quality and price were equal or better vs. non-recycled paper. The lowest responsive bid was received from I Color Printing & Mailing, Inc. for printing using either paper option. Since the offer using an equivalent recycled content paper was lowest overall, that bid is being awarded. Each issue consists of 125,000 copies printed in English and 1,000 copies printed in Spanish.

The term of the agreement will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12-month period. However, if significant fluctuations in costs are experienced throughout the printing industry which exceed the CPI limit, an equitable price adjustment may be negotiated if it is in the City's best interest. The 20% contingency is recommended to provide the ability to address any unforeseen purchase requirements that may arise during the term of the agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the City Administration General Fund budget.

Subsequent renewals of the agreement will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Greg Garcia
Purchasing Agent Assistant City Manager
