CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 13, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ANNUAL MEASURE M (OC Go) ELIGIBILITY SUBMITTALS ATTACHMENT (Y/N): YES ITEM # 24
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by separate Resolutions, inform the Orange County Transportation Authority (OCTA) that:
1) The City’s Circulation Element is in conformance with the Orange County Master Plan of Arterial Highways (MPAH) and concurs with and reaffirms the existing Mitigation Fee Program; and
2) That the City Council adopt a Local Signal Synchronization Plan (LSSP) that is consistent with OCTA’s adopted Regional Traffic Signal Synchronization Plan (RTSSP); and
3) That the City Council adopt the City’s Pavement Management Plan (PMP) 2023 Update.

That the City Council, by Motion, adopt a Seven-Year Capital Improvement Program (CIP) and authorize staff to submit it to OCTA.

DISCUSSION:

Every year the OCTA determines if local jurisdictions are eligible to receive Measure M (OC Go) competitive and Local Fair Share (LFS) funds by reviewing required eligibility documentation submitted by local agencies. Net revenues generated from the ½ cent Measure M (OC Go) transportation sales tax are allocated to freeways, environmental programs, transit, traffic signal synchronization, and local roadway improvement projects. LFS funds are a formula based allocation that are distributed to eligible local jurisdictions based upon population, taxable sales, and MPAH centerline miles.

In order to remain eligible to receive these funding sources in Fiscal Year (FY) 2023- 24, local agencies, including the City of Anaheim, must submit the required Measure M (OC Go) eligibility documentation, which is discussed below.

Orange County Master Plan of Arterial Highways Consistency The City of Anaheim is required to adopt a Resolution biennially informing the OCTA that the City of Anaheim’s General Plan Circulation Element arterial roadway designations are in conformance with the County’s MPAH designations, and that no unilateral reduction(s) in arterial designation(s) have been made by the City of Anaheim. The attached resolution (Attachment 1) confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M (OC Go) eligibility requirements for the MPAH. Once approved, the attachment and a copy of the General Plan’s Circulation Element Planned Roadway Network (Attachment 2) will be submitted to OCTA for final acceptance.

Mitigation Fee Program Concurrence
The City of Anaheim is required to reaffirm and concur with existing development impact fees related to various infrastructure improvements and affirm that new developments are required to pay their fair share of necessary transportation improvements attributed to their project impacts. The attached resolution (Attachment 1) also confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M (OC Go) eligibility requirements for mitigation fee programs. Once approved, Attachment 1 and Anaheim’s Public Works Fee Schedule (Attachment 3) will be submitted to OCTA for final acceptance.

Local Signal Synchronization Plan (LSSP)
The LSSP is a three-year plan that identifies street routes and traffic signals to be improved and coordinated on a multi-jurisdictional basis, consistent with OCTA’s Regional Traffic Signal Synchronization Master Plan (RTSSP). Projects include the coordination of traffic signals on Sixteen Streets in Anaheim. The attached resolution (Attachment 4) confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M (OC Go) eligibility requirements for the LSSP. Once approved, (Attachment 4) will be submitted with the attached City of Anaheim Traffic Signal Synchronization Master Plan (Attachment 5) for final OCTA acceptance.

Pavement Management Plan (PMP) Update 2023
On a biennial basis, the City of Anaheim is required to adopt and update a PMP that is consistent with the OCTA’s Measure M (OC Go) Ordinance and Countywide PMP Guidelines.

The PMP is a plan to manage the preservation, rehabilitation, and maintenance of paved roads by analyzing the pavement life cycle, assessing the overall system performance cost, and determining strategies and costs necessary to maintain the City’s roads. The attached resolution (Attachment 6) confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M (OC Go) eligibility requirements for the 2023 PMP update. Once approved, Attachment 6 will be submitted with the attached updated 2023 PMP (Attachment 7) for final OCTA acceptance.

Seven-Year Capital Improvement Program (CIP)
The attached seven-year transportation CIP project listing (Attachment 8) is consistent with the City’s five-year CIP and includes all foreseeable transportation improvement projects for which the City will be the lead agency and will involve M2 funding. Projects include: the rehabilitation of arterial streets such as Harbor Boulevard from Ball Road to South Street, roadway widening projects such as Lincoln Avenue from East Street to Evergreen Street, intersection improvement projects such as an eastbound right turn lane on Lincoln Avenue at Harbor Boulevard, accessibility projects such as the Citywide Safe Route to School Sidewalk Gap Closure Program, and traffic signal improvement projects such as the Citywide 755 LED Pedestrian Signal Replacements and Protected Left-turn Phasing at Intersections.

The submittal of the seven-year CIP does not commit the City of Anaheim to fund the listed projects. However, in order to be eligible to receive Measure M (OC Go) funding, including grants, projects need to be in the seven-year CIP. Staff identified over $596 million in funded and unfunded projects over the next seven years. Adoption of the Seven-Year CIP confirms the City of Anaheim’s ongoing conformance with OCTA’s Measure M (OC Go) eligibility requirements for the Seven-Year CIP and once approved will be submitted to OCTA for final acceptance.

Approval of the above recommendations support the City of Anaheim’s efforts to secure Measure M (OC Go) funding eligibility through Fiscal Year 2023/24.

IMPACT ON BUDGET:

There is no budgetary impact associated with these proposed actions and approvals.

Respectfully submitted,
Rudy Emami
Director of Public Works
