CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 13, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE VEHICLE PURCHASES FOR FISCAL YEAR
2023/24
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent to issue purchase orders in a total amount not-to-exceed $13,646,621 plus applicable taxes, for various City vehicles described herein for the 2023/24 fiscal year.

DISCUSSION:

Each fiscal year there is a planned replacement for vehicles and equipment throughout the City under established guidelines. Factors considered in the replacement of vehicles include excessive mileage, age, maintenance costs, unit hours, maintenance history, safety, and normal life expectancy. This item is typically considered once the budget is adopted, however, due to limited national inventory and lead time for these specific vehicles, staff is recommending the acceleration of the FY 2023/24 Vehicle Purchase Plan.

For the 2023/24 fiscal year, a total of 86 vehicles are included in the purchase plan for vehicles and equipment scheduled for replacement, to meet additional needs, and meet state emissions requirements. Ten of these vehicles are for vehicles planned for purchase in FY 2022/23 but were unable to be acquired. This item re-authorizes the purchase of those vehicles as well. The first page of the vehicle list marked “Fleet Funded” is for vehicles being centrally funded by the Public Works Motorized Equipment fund. The total of 63 assets, which includes four specialty vehicles and two generators, are spread between the following departments: Community Services, Police, Fire & Rescue, Planning, Public Works, and the Convention Center. The Police Department is proposing an accelerated purchase of 41 Police Interceptors to replace older Dodge Charger patrol units that have exceeded their useful life and are experiencing more frequent repairs due to age and high usage. Due to supply chain issues that have caused severe impacts to production with the manufacturer, authorizing this order now will secure the production of the Police Interceptors at the earliest possible date.

The second page of the vehicle list marked “Department Funded” are for those vehicles being directly funded by each respective department. A total of 23 vehicles are listed for, Public Works, Public Utilities, and Community Services. Public Works Operations and Maintenance is proposing the replacement of one Closed Circuit Television (CCTV) truck, two street sweepers, and one vactor truck. Additionally, Public Works is requesting to purchase two new medium duty trucks and two mid-sized pickups. Public Utilities’ plan is proposing the replacement of two heavy duty single rear axle 55’ bucket trucks, one vacuum excavator, one backhoe, two digger derrick trucks, one flatbed truck, one heavy duty aerial truck, and one full-sized crane truck. Additionally, Public Utilities is requesting the purchase of one new electric vehicle, two fully electric single rear axle 55’ bucket trucks, and two new electric forklifts for warehouse operations. Community Services is requesting a new dump trailer that will provide additional support to park maintenance.

The Purchasing Division will solicit bids and/or evaluate available cooperative agreements to determine the best method to acquire the equipment and vehicles identified on the attached lists in accordance with Council Policy 4.0. In order to expedite the purchases, it is recommended that the Purchasing Agent be authorized to issue purchase orders to the successful vendor(s) immediately after evaluation of the bids and agreements, rather than having to return to City Council for approval of the individual awards. In the unlikely event any of the equipment listed is found to be limited to a single source, the Purchasing Agent will verify and document the reasons for the sole source prior to purchase.

IMPACT ON BUDGET:

Funding for the centralized fleet purchases has been included in the proposed budget for the Public Works Department’s Fleet & Facilities Motorized Equipment Fund for FY 2023/24. Funding for the department-funded purchases is included in each respective department’s budget.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
