OrangeCountySheriffDonBarnessaidhebelievesauthorizingthe useof militaryforce againstdrugcartelswill “restorebordersecurityandreversethe trendin fentanyl- relateddeaths” (FilephotobyLeonardOrtiz, OrangeCountyRegister/SCNG).

PUBLISHED: March9, 2023at 8:00a.m. | UPDATED: March9, 2023at 8:34a.m. 1 OrangeCountySheriffDonBarnesis countingonrecentlyintroducedfederallegislation to helppreventnarcoticsfromflowinginto OC.

In a March6 letter hesentto theauthorsof legislationthat wouldauthorizetheuseof militaryforceagainstMexicandrugcartels, Barnessaidthe cartelsare “flooding Americancommunitieswith the deadlydrugfentanyl” andtakingliveson “bothsidesof oursouthernborder.”
It is timefor the federalgovernmentto takemeaningfulactionagainstthesehostile drugtraffickingorganizations,” Barnessaidin the letter to RepublicanReps. MikeWaltz of FloridaandDanCrenshawof Texas.

Introducedin January, the legislationwouldauthorizethepresidentto “useall necessary andappropriateforceagainstthoseresponsiblefor traffickingfentanylor a fentanyl- relatedsubstanceinto the UnitedStatesor carryingout otherrelatedactivitiesthat causeregionaldestabilizationin the WesternHemisphere.”
Theuseof “militaryforce” refersto the useof resources, like cyber, dronesand intelligence, not sendingtroopsinto anothercountry, accordingto the sponsors. And militaryforcewouldbeusedonlyagainstorganizationsandpeopleoutsideof the U.S.

It’s the ability to useresourcesthat will betterprotectusanddisruptthe drug traffickingenterpriseof the cartels, not necessarilyusingtanks, bombsandmissiles,” Barnessaid.

OrangeCountyhasexperienceda surgeof fentanyl-relateddeathsin thepastseveral years. In 2016, the total numberof fentanyl-relateddeathswasjust over30, butthat numberspikedto morethan600by2021, accordingto theCaliforniaDepartmentof PublicHeath. Statewide, deathsincreasedmorethan2,000% in the last five years, from 239in 2016to nearly6,000in 2021.

Barnespointedto thesedeathsas “oneof the biggestillustrationsof the drugcartels’ impactonAmerica’s safety.”
Barnessaidthe OCSheriff’s Departmentalreadyhasa relationshipwith variousfederal entities — includingthe FBI, CustomsandBorderProtectionandtheNationalGuard, to namea few — to exchangeinformation.

TheOCSheriff’s Departmenthasemployedseveraldifferentstrategiesfor manyyearsto fight the rapidinflux of fentanylacrossthe border, includingnarcoticsstreet teamsto get the drugsoff the streetlevel, a parcelinterceptionteamthat workswith JohnWayne Airport, a highwayinterdictionteamthat worksthe I-5 freewayat thechokepointcoming into SouthOrangeCountyanda narcoticsmajorsteamthat focusesprimarilyonthe JaliscoandSinaloacartelssouthof the border, accordingto Barnes. 2 Butthe porousborder, Barnessaid, alongwith the strategicwaycartelsoperate, have exacerbatedthe gapsthat exist in the effortsto preventnarcoticsfromflowinginto the U.S. Thelegislation, Barnessaid, will “helprestorebordersecurityandreversethe trend in fentanyl-relateddeaths.”
Thelegislationhasbeenreferredto the Republican-ledHouseForeignAffairsCommittee.

Rep. YoungKim, R-AnaheimHills, whosits onthe committee, recentlyblamedthe U.S.- Mexicoborderasthe “top sourceof fentanyl.” Shewasnot immediatelyavailableto commentonthis legislation.

Lastyear, Crenshawintroducedthe DeclaringWaronthe CartelsAct, whichaimedfor increasedcriminalandfinancialpenaltiesfor cartels. It didnot receivea vote. 3 Learn More
