CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PLANNING AND BUILDING
DATE: JUNE 27, 2023
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: PLANNING AND BUILDING DEPARTMENT FEE SCHEDULES ATTACHMENT (Y/N): YES ITEM # 28-G
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, following a public hearing, by separate Resolutions, authorize the adjustment of existing, consolidated, and new fees to be charged by the Planning and Building Department for Fiscal Year (FY) 2023/24.

DISCUSSION:

The Planning and Building Department is comprised of the Planning Services, Building Services, and Community Preservation and Licensing Divisions. Each division charges fees for its services. Fees may not exceed the cost of providing services.

Due to increases in labor and materials costs, and the desire to impose fees and rates which more fully recover the actual costs incurred by the City in processing applications and providing services, the Department is proposing a fee increase for FY 2023/24.

Resolutions for each Division are attached to this report and include exhibits detailing the proposed fees. The proposed fee increase does not exceed 3%. Fees that were previously established by separate resolutions since the last comprehensive fee update will be incorporated into the comprehensive fee exhibits as part of this action.

The Building Division also proposes minor updates to terms, categories, and descriptions of certain fees. For example, “Private Sewage Disposal System” will be updated to “Septic System”, and fee categories will be added for new types of building technologies such as EV Chargers, Battery Storage Systems, and Microinverters. These updates provide clarity for customers and improve data tracking and do not impact the fees charged.
