CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 27, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO ISSUE PURCHASE ORDERS FOR THE

INSTALLATION OF POLICE VEHICLE EQUIPMENT
ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue purchase orders to West Coast Lights & Sirens, Inc., Riverside, CA and Lehr Auto Electric, Anaheim, CA, in a combined not-to-exceed amount of $50,331.35 (plus applicable tax) for installation services using City supplied police vehicle equipment on nine new police vehicles.

DISCUSSION:

The orders will consist of the labor hours and miscellaneous materials necessary to install police equipment in nine new patrol vehicles that were recently purchased using a national cooperative agreement. These vehicles need to be placed into service to provide the necessary patrol vehicles while the City awaits delivery of its 2022 purchase of replacement police vehicles. Therefore, staff is requesting the authority to enter into these two agreements without formal bidding. Both vendors have performed this type of work for the City in recent years. These nine vehicles were identified as appropriate for use by patrol officers and consist of models similar to those used by the Anaheim Police Department. The City will provide the equipment necessary to outfit the Dodge Durango and Ford Hybrid Police Interceptor Utility units.

New patrol cars are purchased and delivered to the City in an unfinished state. The new equipment is then installed, along with any existing equipment that can be transferred from patrol cars that are being retired from service. These purchase orders will establish a fixed cost for the labor necessary to install Motorola radio systems, computer equipment, lights, push bars, light bars, antenna and other miscellaneous items. The vendor will install the City supplied equipment and will provide the remaining necessary materials needed to complete the outfitting of the units so that they are ready for use in the field.
