GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Anaheim Tourism Improvement District (ATID) Fiscal Year (FY) 2021/2022 Annual Reports for Marketing and Transportation Component Funds.

DISCUSSION:

In 2010, the City Council approved Ordinance No. 6174 and Resolution No. 2010-151, which amended Title 2 of the Anaheim Municipal Code by adding a new chapter relating to the establishment of Tourism Improvement Districts (TID) and formally established the Anaheim Tourism Improvement District (ATID) for the promotion of local tourism and convention related programs, as well as transportation improvements within The Anaheim Resort and Platinum Triangle. The ATID also provides a funding mechanism that enables the City to expand the Convention Center. The ATID operates under the general supervision and oversight of the City and under a City Council approved Management Plan. The City Council designated Visit Anaheim, formerly the Anaheim/Orange County Visitor and Convention Bureau, as the Contracting Entity to administer Marketing Component Funds. The ATID management plan established a Transportation Committee to oversee the use of Transportation Component Funds.

The terms defined in Ordinance No. 6174, Section 2.14.150.020 (Attachment 1) require Visit Anaheim and the Transportation Committee to submit annual reports to the City each fiscal year. In accordance with Section 2.14.150.040, the City Council may approve the report as filed or may modify any particular item contained in the report, and then approve it as modified.

The ATID FY 2021/2022 Annual Reports for the Marketing and Transportation Component Funds (Attachment 2) include a description of ATID revenues and expenditures and the types of activities completed during the period under review.
