CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 27, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE EXTENSION OF MASTER AGREEMENT FOR
LANDSCAPE MAINTENANCE SERVICES: WEST &

SOUTHWEST AREA PARKS
ATTACHMENT (Y/N): NO ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize an extension to the master agreement with BrightView Landscape Services for up to an additional three months ending September 30, 2023, in an amount not to exceed $253,286 for landscape maintenance services covering West and Southwest area parks.

DISCUSSION:

BrightView Landscape Services provides maintenance services to 35 park/facility locations and three ballfield sites spread over the West and Southwest areas of the City.

The services include but are not limited to, the maintenance of plant materials, turf, litter control, mowing, edging, pruning, mulch replacement, weed & pest control, irrigation systems, and trimming of park trees up to 15’ in height.

The City was interested in renewing the agreement prior to its expiration on June 30, 2023, however any increase in pricing was limited by the terms of the original bid and agreement. When the renewal was requested, the contractor elected not to renew stating that their cost for labor and materials increased significantly, and renewing the agreement within the stated limits would not offset their costs.

Once final negotiations on the renewal were completed, staff began preparing a new formal bid covering the services. Staff determined that it is necessary to continue the maintenance services during the bidding process as this will occur during the warmer months when parks receive heavy use. Therefore, a month-to-month service option was requested from the contractor. The contractor agreed to continue the services with an 8% increase to the current monthly prices. Staff intends to provide a new award recommendation by the end of August 2023.
