CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: JUNE 27, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: GOLF COURSE FEES
ATTACHMENT (Y/N): YES ITEM # 28-D
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, following a public hearing, by Resolution, establish the fees to be charged at the Dad Miller Golf Course and the Anaheim Hills Golf Course, effective in 30 days.

DISCUSSION:

As one of the City’s enterprise operations, golf fees at Anaheim’s two public golf courses are reviewed annually to ensure that these facilities are able to operate safely and efficiently. A component of this review is an assessment of our place in the regional competitive market, particularly in the areas of course conditions and green fees. Staff is committed to providing quality golfing and customer service experiences while supporting local charity events and providing affordable rates. In order to offset escalating operational costs, periodic adjustments to the fee schedule are required.

The current Dynamic Pricing strategy (also known as “demand-based pricing”) has proven to be a successful strategy for our Public and Players Club green fees. Staff recommends changing the pricing strategy for our senior green fees from the current fixed rate to Dynamic Pricing as well.

At Dad Miller Golf Course the green fee would change from a fixed rate of $21 to a range between $18 - $23 to react to real-time demand.

At Anaheim Hills Golf Course the green fee would change on Mondays – Thursdays from a fixed rate of $40 to a range between $35 - $44 to react to real-time demand. Staff is also recommending separate Friday rate ranges for seniors, similar to the Public and Players Club players, between $38 - $48.

The golf cart fleet has been upgraded to lithium battery-operated carts with windshields at Dad Miller Golf Course and staff is recommending an increase in cart fees by $2 for 18 holes and $1.50 for 9-hole play.

The Annual Senior Pass allows for senior players to golf at a reduced rate at the golf courses Monday through Friday. Annual Senior Pass fees are currently $50 for all Golf Course Fees

seniors. Staff is recommending waiving the fee for Anaheim residents and increasing the annual fee for non-residents to $65. Anaheim seniors will be required to provide proof of residency annually. This benefit will outweigh the increase in senior green fees for Anaheim residents.

Staff is confident that these proposed fee adjustments are reasonable and still very competitive with other golf courses in this region.

IMPACT ON BUDGET:

If adopted, the proposed fee changes would increase the Community Services Department’s Golf Fund revenues by approximately $30,000.

Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
