CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 27, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE THE PURCHASE OF HANDHELD MASS
SPECTROMETER CHEMICAL DETECTION SYSTEMS
ATTACHMENT (Y/N): NO ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to 908 Devices Inc., in the amount of $302,286.60 plus applicable tax, for the purchase of three handheld mass spectrometer chemical detection systems for use by the Orange County Hazardous Materials (HazMat) teams.
DISCUSSION:
Purchasing solicited bids from known suppliers twice. Neither bid resulted in multiple responsive bidders. As a result, the grant funding requirements were not met. However, the grant program has approved this as a sole source purchase using the same vendor who responded to the previous bids.
Funding for this project is provided by the State Homeland Security Grant Program (SHSP) Fiscal Year (FY) 2020 and is approved by the Anaheim/Santa Ana UASI Urban Area Working Group for the Orange County regional HazMat teams which include Anaheim Fire & Rescue, the Huntington Beach Fire Department, and Orange County Fire Authority. This project will provide three MX908 Handheld Mass Spectrometer Chemical Detection systems, one for each respective agency. The equipment will enable Orange County’s HazMat team members to mitigate a variety of hazards safely and effectively by enabling them to identify hazardous material substances determined to be dangerous to the citizens in the area. The equipment offers enhanced sensitivity and broader threat category coverage and can detect trace amounts of chemicals, explosives, and drugs allowing operators to rapidly assess threat levels while reducing operator exposure.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s FY 2022/23 restricted Law Enforcement Grants Fund budget. There is no local match requirement.
