CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 27, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE SECOND AMENDMENT TO THE AGREEMENT FOR
SCHOOL CROSSING GUARD SERVICES
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the bidding requirement of Council Policy 4.0 and approve the Second Amendment, in substantial form, to the Agreement with American Guard Services, Inc., to extend the contract term by one year and increase the compensation for the 2023-24 fiscal year by $1,200,000 for school crossing guard services; and authorize de minimis changes to the Amendment that do not substantially change the terms and conditions as determined by the City Attorney’s Office.
DISCUSSION:
In June 2018, the City Council authorized the award of RFP #9126 to American Guard Services to provide crossing guard services. The contract provides approximately 32,320 hours of crossing guards and 3,840 hours of supervisory services annually. As a result of the Covid-19 pandemic, American Guard Services, Inc. performed limited crossing guard services for over one-year of their contract. The City is now asking to extend the agreement by one year. This extension will also provide the Anaheim Police Department with time to conduct a traffic study to determine current crossing guard needs prior to entering into a new agreement. American Guard Services is proposing new rates of $32.49 for crossing guards and $34.29 for supervisors, with a sum of the cost of services not to exceed $1,200,000 for this fourth one-year extension to the initial two-year agreement. To ensure continuity of service, City staff recommends approving the increase for the final year of the agreement.
IMPACT ON BUDGET:
Sufficient funds have been allocated in the Police Department’s proposed Fiscal Year 2023/24 General Fund Budget.
