RECOMMENDATION:
That the City Council, through the nomination and appointment process, make an appointment for a scheduled vacancy on the Library Board, term expiring June 30, 2023, to a four year term ending June 30, 2027; and an unscheduled vacancy appointment to the Library Board to complete an unexpired term ending June 30, 2025.
DISCUSSION:
City boards and commission perform a valuable service to the City by providing a means by which the City Council can obtain the advice, opinions and recommendations of City residents and other members of the community. The Library Board acts as an advisory body to the City Council relating to matters pertaining to the operation and conduct of City libraries.
The Library Board is comprised of five members all of whom shall serve a term of four years, as governed by Section 908 of the City Charter, and is excluded from the by- district appointment method. The board members are appointed by a majority vote of the City Council.
Incumbent Shelby Hogan is eligible for reappointment and has expressed interest to continue to serve on the board. Board Member Hogan was first appointed to the Library Board in July 2019 to a term ending June 30, 2023.
David Laviguer was reappointed to the Library Board in June 2021 to a term ending June 30, 2025. Mr. Laviguer resigned advising that he is unable to complete his term and therefore appointment to complete his term is necessary.
The Local Appointments List has been posted pursuant to Government Code Section 54972 and a Notice of Unscheduled Vacancy was posted and remained posted for ten working days pursuant to Government Code Section 54974.
