CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: JUNE 27, 2023
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING

BETWEEN THE CITY OF ANAHEIM AND THE TEAMSTERS,
LOCAL 952
ATTACHMENT (Y/N): YES ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a Memorandum of Understanding establishing the terms and conditions of employment for classifications represented by the Teamsters, Local 952, effective January 2, 2023 through December 19, 2024.

DISCUSSION:

The Memorandum of Understanding (“MOU”) between the City of Anaheim and the Teamsters, Local 952 (“Teamsters”), expired on January 1, 2023. Since November 2022, the City’s labor negotiator has worked under City Council authority to meet and confer with the Teamsters. The MOU presented for City Council consideration reflects the tentative agreement reached with the Teamsters on June 14, 2023 and subsequently ratified by the Teamsters members on June 21, 2023.

The Teamsters represents approximately 70 part-time, event-based employees in six classifications serving the Anaheim Convention Center parking and security operations.

The majority of employees in the bargaining unit are in the classifications Parking Lot Attendant and Parking Lot Cashier. The remainder of the represented employees are employed as Parking Lot Captain, Parking Operations Lead, Part Time Security Officer, and Part Time Lead Security Officer.

Major provisions of the agreement include:
 Term of two years from January 2, 2023 through December 19, 2024;  Establish the minimum wage entry point at $17.00 per hour, effective the first full pay period following Council adoption;
 Provide a 3.5% across-the-board wage adjustment in the second year of the agreement effective January 5, 2024;
 Add a new third step to the Parking Operations Lead classification; Adoption of Memorandum of Understanding between the City of Anaheim and the Teamsters, Local 952 June 27, 2023

 Maintain a consistent 3% differential between steps within each classification in parking operations;
 Create a salary differential between classifications by eliminating overlapping steps to decrease compaction and provide consistent salary growth.

The tentative agreement also provides for clarifying language or new language on other issues of employment related to staffing levels and other administrative provisions, including a comprehensive language cleanup. A redline copy of the MOU reflecting the agreed changes is included with this report.

IMPACT ON BUDGET:

The impact of the Teamsters MOU is estimated to be $254,800 in Fiscal Year 2023/24 and $406,830 over the two-year term of the agreement. Sufficient appropriations are included in the Convention, Sports and Entertainment Department’s proposed FY 2023/24 Enterprise Fund budget.

Respectfully submitted,
Linda N. Andal
Human Resources Director
