CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: JUNE 27, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: PARKS, RECREATION, HUMAN AND NEIGHBORHOOD
SERVICES FEES FOR FISCAL YEAR 2023/24
ATTACHMENT (Y/N): YES ITEM # 28-C
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, following a public hearing, by Resolution, establish fees to be charged for Recreation, Human and Neighborhood Services programs and services commencing in 90 days.

DISCUSSION:

The Community Services Department offers a variety of innovative facilities, programs and services to improve the quality of life in Anaheim. Many of these programs are offered free of charge, while a few are assessed a nominal fee. As a part of the budget preparation process, staff has evaluated current fees charged for various programs and services. These include fees for park and facility rentals, youth enrichment activities and camps, recreation classes, special events, and other Community Services programs.

The fees were last updated in Fiscal Year (FY) 2018/19, and since then costs related to these programs and services have continued to increase. As such, a 3% increase rounded up to the next dollar is being proposed for all user fees to offset rising labor and program material costs. A summary of the current and proposed fees for FY 2023/24 is presented in “Exhibit A.” The Parks and Recreation Commission made a thorough review of the proposed fees and gave its support at the March 22, 2023, Commission meeting. City Council approval of these fees would allow them to take effect.

When reviewing the proposed fees, please note that fee-based programs do not include the many free programs offered at local parks, playgrounds, community centers, family resource centers, and youth centers. These services continue to be supported by General Fund tax dollars and other revenue sources for the benefit of all Anaheim residents.

Staff is confident that care has been taken to adjust fees as necessary and is cognizant of the City Council’s desire to keep our fee structure as reasonable and moderate as possible for residents.

IMPACT ON BUDGET:

If adopted, the proposed fees changes would increase the Community Services Department’s General Fund revenues by approximately $50,000.

Director of Community Services
