FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR VOLUMETRIC CONCRETE MIX
AND DELIVERY SERVICES
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, accept the bid from Gunner Concrete to provide volumetric concrete mix and delivery services for Public Works, in the amount of $242,853 plus a 20% contingency, for a one-year period, with four optional one-year renewals; and authorize the Purchasing Agent to execute the renewal options, all in accordance with Bid #9698.
DISCUSSION:
Purchasing solicited bids from known suppliers and posted the bid on the City’s bid portal. A sealed bid was received by 2:00 p.m., May 26, 2023, from the following supplier and was publicly opened immediately thereafter.
Bidder Total Bid
Gunner Concrete $ 242,853 Garden Grove, CA
The Public Works Department is tasked with managing concrete repairs for sidewalks, curbs and gutters, street panels, driveway approaches, trench backfill, and other related hardscape improvements throughout the City of Anaheim. The bid was based on the estimated annual quantities of concrete and slurry mix required to address these repairs.
The concrete materials are to be delivered as needed by a volumetric concrete truck and mixed onsite in small batches. A volumetric concrete mixer carries concrete ingredient materials and water in separate compartments to be mixed at the job site allowing for the specified mix design to be delivered fresh in the precise amount required according to the specifications for each project. This method reduces waste and allows the City to coordinate multiple small concrete pours in one trip to increase efficiency.200 S. Anaheim Blvd.

Acceptance of Bid for Volumetric Concrete Mix and Delivery Services June 27, 2023
Purchasing staff made an effort to reach out to suppliers to promote participation, however, other concrete suppliers indicated they could not meet the City’s volumetric onsite mixing requirement, and therefore opted not to participate in the formal bidding process.
The term of the agreement will be for a one-year base period with up to four one-year optional renewals. Pricing is fixed for the initial one-year base period and shall be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available 12-month period. A 20% contingency is recommended to cover any unforeseen volume of concrete services that may be needed during the administration of this agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
