CITY COUNCIL AGENDA REPORT
City of Anaheim
HUMAN RESOURCES DEPARTMENT
DATE: JULY 11, 2023
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: REPORT ON SALARY SURVEY FOR CHIEF OF POLICE
CLASSIFICATION AND RECOMMENDATIONS TO AMEND
THE SALARY RANGES FOR DESIGNATED CLASSIFICATIONS
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
REQUESTED ACTION:
That the City Council, consider either of the following:
A. By Resolution, approve an amendment to Appendix A of the Personnel Rules and Policies Covering Non-Represented Full-Time and Part-Time Employees to amend the salary range for the classification of Chief of Police with a maximum salary of $317,407;
OR
B. By Resolution, approve an amendment to Appendix A of the Personnel Rules and Policies Covering Non-Represented Full-Time and Part-Time Employees to amend the salary range for the classification of Chief of Police with a maximum salary of $340,000.
DISCUSSION:
In response to a request by Mayor Pro Tem Rubalcava, staff conducted a compensation survey to assess the competitiveness of the City’s salary for the Chief of Police position with comparable positions in surrounding agencies. The market used for the survey included surrounding Orange County cities and other Southern California cities of similar size and complexity – Riverside, Ontario, Santa Monica, Long Beach, Pasadena and Glendale. When using base salary as the sole comparator, the City’s current maximum salary for Chief of Police ranks 6th in the market, at 107% above the median. Cities with greater base salaries include Riverside, Ontario, Santa Monica, Pasadena, and Irvine.
Expanding the survey to consider compensation factors including health insurance contributions, paid leave value, employer contributions to employee savings plans, and employee retirement plan contributions, Anaheim’s compensation package for the classification ranks 11th, three percent (3%) below the median.
Report on Salary Survey for Chief of Police Classification and Recommendations to Amend the Salary Ranges for Designated Classifications
July 11, 2023
In addition to looking at market comparisons, staff reviewed the internal salary relationships for the classification. The following table reflects the salary ranges for the Chief of Police classification, lateral classifications, and higher-level Executive classifications, as well as the salary range for the Deputy Chief of Police classification.
As reflected in the table, the differential between the Chief of Police and the Deputy Chief of Police is 4.4%, below the desired differential between classifications in a supervision hierarchy.
Staff submits two possible approaches for adjusting the salary range assignment for the Chief of Police classification:
As a first step to improve market position and correct internal alignment concerns, City Council could authorize reassignment of the classification to range XER40 with a maximum salary of $317,407 (a $28,855 increase from current.) If approved by City Council, this would establish a 14.9% differential between the Chief and Deputy Chief ranges. Further, such a move would result in the compensation structure for Chief of Police increasing to 117% of market median for base salary and to 106% of market median for total compensation. Thereafter, further review of the salary and compensation will be undertaken in the upcoming citywide classification and compensation study.
Alternately, City Council may choose to reassign the Chief of Police classification to a range to be newly created with a maximum base salary of $340,000 (a $51,448 increase from current maximum). This change, brought forward as the recommendation of Mayor Pro Tem Rubalcava, would establish a range that is more competitive with the higher compensated cities included in the survey and create a 23% differential between the Chief and Deputy Chief ranges. It would result in the base salary moving to 126% of market median and total compensation moving to 113% of market median.
Either recommendation impacts the existing compensation strategy for Executive classifications. As such, staff will return with further recommendations for Executive compensation following completion of the citywide classification and compensation study.
