DISCUSSION:

The ACC is a destination of choice to host large events, such as Natural Product Expo West and The National Association of Music Merchants (NAMM) Show.

As a lingering result of the COVID-19 pandemic, a significant number of the ACC permanent part-time labor force elected not to return to work. Staff has been and continues to seek to increase the permanent part time labor force to support event activity by increasing awareness of openings through a variety of ways such as advertising open positions on the ACC reader boards, online job posting boards, workforce development programs, in-person job fairs, networking and community outreach; however, Staff also recognizes that the amount of event activity continues to increase and there is a need to utilize temporary staffing from time to time to support events until additional permanent part-time staff can be hired by the ACC.

In March 2023 the Convention Center issued a Request For Proposal through the City’s bid portal, similar to the most recent version Human Resources issued in 2019, for temporary employment service providers for skill sets and tasks that are required at the Convention Center, specifically:

Cleaner Setup Worker:

Duties include, but are not limited to, moving of equipment (e.g. chairs and tables), set-up of meeting rooms, exhibition halls, Arena, lobbies and other areas as assigned; set-up and removal of chairs and tables, organization and arrangement of chairs, stages (risers) and moveable walls for events, perform and provide trash service (e.g. service events by emptying trash containers, maintain cleanliness of aisles and surrounding areas, etc.), refresh and restock all restrooms.

Ability to: Perform physically demanding work, which would include setting up and tearing down equipment, arrangement of chairs, stages and moveable airwalls for events; utilize cleaning chemicals and equipment; communicate clearly verbally; deal diplomatically with members of the public, supervisors and fellow employees.

A total of six proposals were received and evaluated on criteria that includes, but is not limited to, agency and key personnel experience, proposed job classification rate, and experience with and success in providing personnel. All proposals were found to be responsive.

The Convention, Sports & Entertainment Department is recommending that the City Council approve Agreements with all six of the Agencies that submitted proposals, Agreements Between the City of Anaheim and Six Temporary Employment Service Agencies for the Provision of Contract Labor Services for the Cleaner Set-Up Worker Position at the Anaheim Convention Center July 11, 2023

which may be extended for one additional two-year period at the City’s sole option, with each agreement including a not-to-exceed amount of $125,000 per contract year.

The execution of these agreements will provide the ACC with access to temporary contract labor, if and when needed to supplement city staff, at the most cost effective rates. The Agencies are aware that the City makes no guarantee as to the number of times personnel will be requested or the number of hours that may be needed.

IMPACT ON BUDGET:

Sufficient funds are included in the Department’s Fiscal Year 2023/24 Enterprise Fund budget.

Respectfully submitted,
Thomas Morton
Executive Director
Convention, Sports & Entertainment Department
