Anaheim Police Dept

All grant awards, including any adjustments to requested funding, were made by the Cannabis Grants Unit based on the merits of the Grant Application, scale of operation, and in accordance with the Request for Application (RFA) requirements and associated regulations. As a result, not all Project activities and items detailed in Schedule A are applicable. Refer to Schedule B - Detailed Budget Estimate for approved Budget line items and Project activities. Project activities and items that are not clearly identified/specified in the Grant Agreement must be submitted to and approved by CGU prior to purchase. Grantees shall not exceed the travel rates paid to exempt, excluded, and represented State of California employees and will be reimbursed at the State travel rates. Any costs beyond State travel rates will be at the expense of the Grantee.

Project Description
Grant funds would be utilized to help maintain our DUI related training programs. Enforcement activities would be conducted in conjunction with a DRE certification course.

Problem Statement & Proposed Solution
In Anaheim during 2022, there were 1,561 reported injury traffic collisions which resulted in 2,249 injuries.

Motorcycles were involved in 43 of those collisions. There were 22 additional collisions which resulted in the deaths of 22 people. Alcohol was involved in 2 collisions resulting in 2 fatalities. Alcohol was involved in 170 of the reported injury collisions. Excessive speed accounted for 280 injury collisions, right of way accounted for 102 injury collisions, and improper turning accounted for 119 injury collisions. In 2020, we were listed as 6 of 15 Group A cities for fatal/injury traffic collisions.

The City of Anaheim is the most populous city in Orange County with nearly 350,000 documented residents and covers 51 square miles. Centrally located in Orange County, Anaheim is a tourist destination for people from all across the world. Disneyland and California Adventure theme parks have a total capacity of 113,000 people, the Anaheim convention center and surrounding hotels have hosted up to 150,000 people for a single weekend event, not to mention Angel’s Stadium and the Honda Center which combined, can hold 63,000 people. When all venues are at full capacity, the number of people in Anaheim could reach 600,000.

The largest issue we are currently facing is the effect legalizing Marijuana in California has had on the number of impaired drivers we have throughout the city at any given time. We are making impaired driving arrests in the morning hours on a regular basis. These are time consuming arrests and take officers way from traffic violation enforcement during the morning commute when we experience a larger number of collisions. In 2020, we were listed as 5 of 15 Group A cities for alcohol related fatal/injury traffic collisions. Grant funding continues to aid in putting additional officers out to conduct enforcement duties as it relates to primary collision factors and impaired driving.

Performance Measures/Scope of Work
With the requested grant funding, we can provide additional courses based on class size and number of students needing training annually. Additionally, we have facilities already in place to support our operations as well as other county law enforcement agencies. Examples would be our on-cite short term detention facility and our East Training Center. My intention would be to provide on SFST/ARIDE course, one DRE course, and certification site dates for our courses as well as other local agency courses. The courses would be scheduled throughout the grant cycle. Since this grant request is to provide training and education for officers, there is no calculated DUI reduction percentage. Activity will be completed quarterly with the number of instructors utilized depending on class size. The role of the instructor is to teach the course materials to the students.

Project Performance Evaluation
Ultimately, the method of evaluation would be the number of trained officers in the courses provided. To quantify, review the number of injury/fatal crashes involving impairment as it relates to the number of evaluations/arrests conducted.

Program Sustainability
Currently, the Anaheim Traffic Section is using grant funding to supplement educational efforts. With that funding we are able to conduct additional activities on an overtime basis while still maintaining normal staffing levels. This allows us to continue to provide the same level of service to the remainder of the c ommunity.

Schedule A

The intention would be as more officers are provided the specialized training a culture t owards driving impairment enforcement would develop and sustain itself within the organization.

Administrative Support
Currently, Anaheim Police Dept has four DRE instructors. We are continuing to change our culture to support developing officers skilled in driving impairment investigations and have demonstrated this statistically and through training over the last several years.
