CITY COUNCIL AGENDA REPORT
City of Anaheim

PUBLIC UTILITIES DEPARTMENT
DATE: JULY 18, 2023
FROM: PUBLIC UTILITIES DEPARTMENT
SUBJECT: APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT
WITH AMERICAN GLOBAL SECURITY, INC. FOR UNARMED

SECURITY SERVICES
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:
1) Approve a professional services agreement (Agreement) between the City of Anaheim (City) and American Global Security, Inc. (Contractor) to provide unarmed security services at one or more Anaheim Public Utilities (APU) facilities, in an amount not to exceed $375,000 per year, for a term of three years with up to two one-year extensions; and
2) Authorize and direct the Public Utilities General Manager or designees, on behalf of the City, to execute and deliver the Agreement and any related documents and to take such actions as are necessary or advisable to implement, fund, and administer the Agreement.

DISCUSSION:

At their meeting on June 28, 2023, the Public Utilities Board (PUB) recommended that the City Council approve these actions.

APU maintains a warehouse, electrical substation, and yard complex in the vicinity of Vermont Avenue and East Street, used for storing utility materials and equipment, operating a high voltage substation, and stationing field crews and fleet vehicles.

Security has become more important at this location due to prior break-ins that have resulted in minor theft and damage to perimeter fencing. While improved perimeter walls are planned for future construction, security services are still required to address site safety.

In April 2023, the City posted a request for proposals (RFP) through its online solicitation portal for unarmed, in-person security guard services which includes weeknight, weekend, and holiday security patrols and immediately reporting security situations; evaluating the site for security deficiencies and recommending improvements; and daily reporting of security activities and incidents. includes provisions to deploy guards to other locations such as substations or water facilities that may be experiencing increased security issues.

The City received sixteen proposals and four were deemed non-responsive. The twelve responsive proposals were evaluated in accordance with Council Policy 4.1. This evaluation involved ranking each proposal based on the following criteria:
 The quality of the respondent’s overall proposed security plan, including its recommendations regarding optimal frequency for security patrols, technologies to be used for patrols and reporting, and method of staffing and management of security personnel.
 The relevant experience and skills of security personnel that respondents proposed assigning to the task.
 The verifiable references attesting to the vendor’s quality and effectiveness of service.
 Respondents’ demonstrated history of customer service and responsiveness, supported by current and prior client testimonials and references.  The competitiveness of the respondents’ proposed fees.

Based on the above criteria, the firms were ranked as follows:

Firm Ranking
American Global Security, Inc. 1
SERVEXO 2
Absolute Security Intl Corp 3
Triton Global Services, Inc. 4
American Freedom Security, LLC. 5
PSMG, Inc. 6
Command International Security Services 7
Hollywood Elite Security 8
Alltech Industries, Inc 9
ESP Pros 10
Southwest Patrol 11
Quest National Security 12
APU recommends selecting American Global Security, Inc., who had the highest ranked proposal for unarmed security services, possessing over thirty years of experience providing professional security services. The recommended Contractor currently provides security services to numerous public agencies throughout California, including the cities of Bakersfield, Glendale, Pomona, Riverside, the Los Angeles County Approval of a Professional Services Agreement with American Global Security, Inc. for Unarmed Security Services July 18, 2023

Sanitation Districts, and Sacramento County. Additionally, the Contractor’s proposed security team possesses extensive security service experience, ranging from security patrols to risk and vulnerability site assessments. This firm also has a 24/7 dispatch center to respond immediately to customer-service and security issues.

Additional scope in the RFP included remote video monitoring services where a qualified vendor has access to live camera feeds and utilizes smart sensors and analytics to detect security breaches. The proposals did not meet the required intelligent systems requirements in a cost-effective manner and are not included in the award recommendation. APU may evaluate such services in the future through a separate solicitation.

The proposed Agreement is for a term of three years with up to two one-year extensions and provides security coverage to address theft and vandalism at APU’s warehouse, yard complex, and other needed utility facilities.

IMPACT ON BUDGET:

Sufficient funds are budgeted in APU’s Fiscal Year 2023/24 restricted Enterprise fund budget.

Respectfully submitted,
Dukku Lee
Public Utilities General Manager
