CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: JULY 18, 2023
FROM: POLICE DEPARTMENT
SUBJECT: AGREEMENT WITH VALIANT GLOBAL DEFENSE SERVICES, INC. FOR INTELLIGENCE ANALYST SERVICES, TO BE

REIMBURSED BY THE URBAN AREAS SECURITY INITIATIVE
GRANT
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Agreement between the City of Anaheim and Valiant Global Defense Services, Inc., for intelligence analyst services, in the amount not to exceed $2,553,812 for a one-year period with up to four one-year optional renewals, with a total contract not to exceed amount of $13,532,005, the costs for which are reimbursed by the Urban Areas Security Initiative (UASI) grant funding; and authorize the Chief of Police to execute any amendments or renewal options under the terms and conditions of the agreement.

DISCUSSION:

The United States Department of Homeland Security has developed the UASI program to provide funding for local emergency first responders to enhance security and overall preparedness to prevent, respond to, and recover from acts of terrorism.

The grant specifically provides funding for anti-terror equipment, planning, training, exercises, and technical assistance.

In Fiscal Year 2006, the United States Department of Homeland Security combined the Anaheim UASI and Santa Ana UASI into a single Urban Area. The City of Anaheim will continue to be designated as an Urban Area Core City and will share grant administrative responsibilities with the City of Santa Ana.

The Orange County dedicated fusion center, the Orange County Intelligence Assessment Center (OCIAC), was established to provide the Anaheim/Santa Ana Urban Area with an integrated, multi-disciplined, information and intelligence-sharing network to collect, analyze, and disseminate information on all criminal risks and safety threats to law enforcement, fire, health, private sector and public sector stakeholders in a timely manner in order to protect the residents, visitors, and critical infrastructure while ensuring the civil rights and civil liberties of all persons are recognized. collaboration with the California State Threat Assessment Center, which encompasses one state fusion center and five regional fusion centers.

As one of the designated UASI core cities, the City of Anaheim maintains the OCIAC contracts and therefore issued a Request for Proposal (RFP) for two Senior Intelligence Analyst Supervisors, two Senior-level Intelligence Analysts, three Mid-level Intelligence Analysts, two Junior-level Intelligence Analysts, two Domestic Violent Extremism (DVE) Intelligence Analysts, one Critical Infrastructure Protection (CIP) Intelligence Analyst, one Cyber Intelligence Analyst, one Cyber Systems Analyst, and one Health Care Liaison Officer Program Coordinator. These positions will provide OCIAC with initial assessments of raw information, apply the intelligence cycle, provide daily oral and written briefings, weekly and periodic assessments and bulletins, tactical/strategic support, participate in working groups, assist in vetting of tips and leads, and disseminate information to federal, state and local public safety and private sector partners, among other duties.

On March 9, 2023, the Police Department advertised a RFP for intelligence analyst services on Planet Bids. Eight hundred fifty-five vendors were notified of the bid through the Planet Bid system based on the vendor’s registration classification for similar services through the system, and 27 vendors downloaded the RFP as a prospective bidder. One responsive proposal was received from Valiant Global Defense Services, Inc. on April 6, 2023. Valiant Global Defense Services, Inc. has provided intelligence analyst services for the OCIAC since March 2020, following a competitive RFP process. A cost analysis was conducted to compare the hourly rates of intelligence analysts assigned to other fusion centers in California. The proposed hourly rates for Valiant Global Defense Services, Inc. were determined to be fair and reasonable, and in line with similar services provided to other California fusion centers.

Additionally, as required by grant guidelines, a non-competitive procurement request was submitted to the California Governor’s Office of Emergency Services (CalOES) for review and approval.

The contract includes four annual renewal options; the cost of each renewal will be funded with OCIAC-designated UASI grant funds, provided grant funds remain available. Each year has a 10% contingency amount allocated to allow for potential travel expenses related to State approved training, or additional hours in support of the OCIAC. The total contract not to exceed (NTE) amount for the five-year term is $13,532,005 and is broken down per year as such:

Year 1 NTE - $2,553,812
Year 2 NTE - $2,627,865
Year 3 NTE - $2,704,081
Year 4 NTE - $2,782,647
Year 5 NTE - $2,863,600
