RECOMMENDATION:
That the City Council, by Motion, waive the competitive proposal requirements of Council Policy 4.1 and approve a renewal of an agreement with Jonathan Price Design, for graphic design services in an amount not to exceed $40,000 annually for a term of one year with two one-year renewal options; and authorize the City Manager or his designee to execute any related documents to administer the agreement.
DISCUSSION:
Price Design has provided graphic design services to the City since 2003 at the direction of the Communications division in the City Manager’s Office and the Public Works Department.
Price Design provides graphic design, layout and production files for Anaheim magazine, which reaches every Anaheim residence and business and informs residents and businesses about the City. Professional, appealing design and layout is critical to the magazine’s reception and effectiveness. Price Design also designs and lays out the annual Recycle Anaheim newsletter, which provides information on solid waste and recycling programs, including new rules for organics sorting and collection. The newsletter helps meet a State of California requirement to communicate on recycling to residents and businesses. Communications and Public Works also utilize Price Design for final design and production files of The Anaheim Resort banners, which fly from utility poles throughout the resort and are funded by the Anaheim Resort Maintenance District and help promote the Anaheim Resort as a destination. Price Design is also called on for special projects as needed.
Price Design’s design expertise and detailed knowledge of Anaheim make him uniquely qualified. Staff recommends approval of the agreement for graphic design services in a not to exceed of $40,000 for a one-year term with an option to renew for two one-year periods.

IMPACT ON BUDGET:
There are sufficient funds in the City Administration, Public Works and ARMD budgets for Fiscal Year 2023/24.
