CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JULY 18, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE PAYMENT FOR THE PURCHASE OF ASPHALT

CONCRETE MATERIALS AND DUMPING SERVICES
ATTACHMENT (Y/N): NO ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent to take necessary actions to process the payment of $272,280.56 to R.J. Noble Company, Orange, CA for providing asphalt concrete materials and dumping services for expenses incurred above existing contract limits due to unanticipated volume of maintenance projects.

DISCUSSION:

California’s recent historic storms caused an unanticipated increase in maintenance projects related to pavement deterioration, which were continuously addressed to reduce road hazards for vehicles and to prevent more significant damage to develop over time.

The number of repairs over this past contract term depleted the authorized funds earlier in the term. Public Works staff placed several additional orders for materials and services thereby accumulating the current amount due with no method for payment.

This item requests the Council approve the payment of the outstanding invoices by authorizing Purchasing to prepare the necessary documentation.

R. J. Noble Company has been providing asphalt concrete paving materials and dumping of construction debris services for the City of Anaheim for several years. This is the only contractor located within an area close enough to the city that allows construction debris to be dumped and the pickup of hot asphalt products used for immediate application projects, as needed throughout the City.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 Budget.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Director of Public Works
