This RFP sought the services of a qualified firm to process parking citations, including the receipt of payments, and issue parking permits in accordance with the City’s requirements. The services include, but are not limited to, processing of automated and handwritten parking citations, delinquent notices, DMV registration holds and releases, and citation appeals. The successful firm will also provide hand-held citation writing units; receive payments, and transfer the collected revenue to the City on a regularly Acceptance of Proposal for Parking Citation Processing and Parking Permit Services August 15, 2023
scheduled basis. This RFP also includes a component where the awarded firm will provide parking permit issuing and tracking services.
The proposals were reviewed and scored by a team of representatives from the city departments that will utilize the services and by staff from the Purchasing office.
Evaluation criteria included the depth of the company’s experience performing these services, the proposed staffing and management resources, client references, the company’s parking citation processing software, and the initial year cost (which included one-time implementation costs and an estimate of transaction processing fees).
Data Ticket, Inc. and Turbo Data Systems, Inc. were both invited to make presentations to the City demonstrating their capabilities and to answer questions from staff. The proposal from Turbo Data Systems, Inc. received the highest evaluation score and is recommended for award.
The term of the agreement will be for a one-year period with up to six one-year optional renewals. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Riverside, and Orange County areas for the preceding period.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works, Planning and Building, Convention Center, and Police Departments’ Fiscal Year 2023/24 budgets. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
