CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 15, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE VEHICLE PURCHASES FOR ANAHEIM

HOMELESS SYSTEM OF CARE PROGRAM
ATTACHMENT (Y/N): NO ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent to issue purchase orders, in a total amount not-to-exceed $264,000 plus applicable taxes, in order for the Purchasing Division to solicit bids and/or evaluate available cooperative agreements for three vehicle purchases to support Anaheim’s Homeless System of Care Program, in accordance with Council Policy 4.0.

DISCUSSION:

At the June 27, 2023 City Council meeting, staff recommended a multi-departmental service enhancement to support Anaheim’s Homeless System of Care Program. In order to successfully continue the implementation of this program, City Council approved the addition of staffing and the funding of three associated vehicles. The vehicles will be comprised of the following: one (1) F150 Police Responder 4x4 Crew Cab for the Police Department; one (1) Medium Class-4 Truck with Dump Body for the Public Works Department; and one (1) Mid-Size Extended Cab Pickup for Code Enforcement.

The vehicles will be assigned to assist with Homeless initiatives throughout the City.

The current lead time for delivery of the specified vehicles ranges from six to ten months from time of order. The Purchasing Division will solicit bids and/or evaluate available cooperative agreements to determine the best method to acquire the vehicles in accordance with Council Policy 4.0. In order to expedite the purchases, it is recommended that the Purchasing Agent be authorized to issue purchase orders to the successful vendor(s) immediately after evaluation of the bids and agreements, rather than having to return to City Council for approval of the individual awards.

IMPACT ON BUDGET:

Sufficient funds are available in each referenced Department’s Fiscal Year 2023/24 General Fund budget.
