CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: AUGUST 15, 2023
FROM: POLICE DEPARTMENT
SUBJECT: RESTATED AND AMENDED JOINT POWERS AGREEMENT
FOR INTEGRATED LAW & JUSTICE AGENCY FOR
ORANGE COUNTY
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the Restated and Amended Joint Powers Agreement for Integrated Law & Justice Agency for Orange County (ILJAOC) between the City of Anaheim, County of Orange and Member Agencies; and authorize the Chief of Police to execute the agreement and to take the necessary actions to implement and administer the agreement.
DISCUSSION:
Since June 2006, the City of Anaheim has been a Member Agency of the ILJAOC, a Joint Powers Authority (JPA). The JPA currently has 25 Members, representing each Orange County City that has a Municipal Police Department, as well as the County of Orange. The Member Agencies also include the Superior Court of Orange County, California State University, Fullerton, and the University of California at Irvine. The JPA was formed to allow Criminal Justice Agencies in Orange County to jointly address new technology projects on a regional basis to better share law enforcement sensitive information and improve business processes affecting the efficiency of the Criminal Justice System in Orange County.
The work of ILJAOC is directed by a 16-Member Governing Board comprised of the following: six (6) police chiefs selected by the Orange County Chiefs of Police and Sheriff Association, the Sheriff, the District Attorney, the Chief Probation Officer, the Public Defender, one representative from the Orange County Executive’s Office, the Presiding Judge of the Orange County Superior Court, the Chief Executive Officer of the Orange County Superior Court, and three City Manager representatives.
The Board reviewed the existing JPA Agreement at its meeting on October 24, 2022 and recommended minor changes to further clarify the operation of the ILJAOC and its Voting Board. However, to adopt the recommended changes, the JPA Agreement requires unanimous approval from all Member Agencies.
Agreement with Integrated Law & Justice Agency for Orange County and Related Amendments to Joint Powers Agreement August 15, 2023
Under these agreements, it authorizes the Member Agencies to pay annual dues to ILJAOC to participate in collaborative efforts to establish a separate agency to facilitate the integration and sharing of criminal justice information/data in the manner set forth by this agreement. It is intended to provide criminal justice and law enforcement officials who have a need and right to know, with comprehensive, timely, and accurate information about a criminal suspect or offender.
IMPACT ON BUDGET:
Sufficient funds are included in the Police Department’s Fiscal Year 2023/24 General Fund budget. Subsequent year’s payments will be subject to Council approval.
Respectfully submitted,
Jorge Cisneros
Interim Chief of Police
