The bid was based on a fixed monthly cost for landscape services to maintain the planters, parkways, and medians throughout the West portion of the ARMD and throughout the ACC property. These services include, but are not limited to, the maintenance of plant materials, turf areas, and irrigation systems; mowing, edging, pruning, watering, fertilizing, and mulch replacement; providing weed and pest control; maintaining and cleaning the gravel and hardscape areas; and refuse removal in and around the ACC. BrightView Landscape Services offers competitive pricing and has been successfully providing landscape services for this area for the past several years, therefore the award is recommended accordingly.

The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. The renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim areas for the most recent available 12-month period. Increases in direct labor shall also be negotiated limiting any change to the CPI and the actual amount of any increase in the prevailing wage. The 20% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 Operations budget from restricted Resort Maintenance District funds and the Anaheim Convention Center’s budget for Fiscal Year 2023/24. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Director of Public Works
