CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 15, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE AGREEMENTS FOR REPAIRS TO THE HALL E

CHILLER UNIT AT THE ANAHEIM CONVENTION CENTER
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bid requirement of Council Policy

4.0 and authorize the Purchasing Agent to issue a master agreement to Mesa Energy Systems, Inc. dba Emcor Services Mesa Energy in the amount of $104,250 for parts and services needed to repair the Hall E chiller at the Anaheim Convention Center (ACC); and authorize the Purchasing Agent to issue the necessary purchase order to acquire a replacement compressor unit for the chiller at an estimated cost of $200,000 plus applicable taxes.

DISCUSSION:

The main chiller unit for Hall E at the ACC experienced a system failure. Staff hired Emcor Services Mesa Energy (Emcor) to disassemble, inspect and determine the cause of the failure. They were also to provide a proposal for the cost of the necessary repairs.

Upon inspection, it was determined the entire compressor unit would need to be replaced as it was damaged beyond reasonable repair. Emcor began the process to determine the availability of a replacement compressor unit and prepare a complete proposal to get the chiller unit functioning. Emcor determined that acquisition of a new OEM compressor would involve a significant lead time due to manufacturer supply chain issues. Emcor investigated the potential for acquiring a rebuilt compressor unit for the chiller and recommended that option to the city.

Staff has reached out to the manufacturer and its direct suppliers in order to determine if a rebuilt compressor unit would be available in a timely manner and be cost effective compared to the cost to acquire an OEM compressor unit. At the time of this report, staff has determined it would be most cost effective to hire Emcor to complete the repairs including the installation of the compressor and recharging of the entire chiller while the city will acquire the compressor unit and provide that to Emcor to complete the work. This item requests the necessary authorization to acquire the compressor and contract with the company best suited to complete the repairs.
