CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: AUGUST 15, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE THE PURCHASE OF A FORENSIC IMAGING
SYSTEM
ATTACHMENT (Y/N): NO ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to Foster and Freeman USA Inc., in the amount of $79,098 plus applicable tax, for the purchase of a forensic imaging system for use by the Anaheim Police Department.
DISCUSSION:
Funding for this purchase is provided by a grant awarded by the Orange County Proposition 69 Committee and has been approved by the Orange County Board of Supervisors. The forensic imaging system is for use in the field and includes a camera with multi-spectral illumination, batteries with charger, a travel carrying case, software, and product training. System components included for use in the lab include the Discovery Pro equipment, an external monitor, and a laboratory arm. This equipment may be used to enhance visualization of fluids and latent fingerprints in the field as well as in a laboratory setting. The system consolidates several techniques and tools into one system, which is more efficient and more effective at locating, visualizing, and capturing fingerprint and biological evidence over large areas or surfaces. This consolidation increases the likelihood that evidence will be located and not overlooked. Foster and Freeman USA are the manufacturer and sole distributor of the Crime-lite Auto System and its accessories therefore, staff requests that Council waive the competitive bid process and authorize this purchase.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2023/24 restricted Law Enforcement Grants Fund budget. There is no local match requirement.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Jorge Cisneros
Purchasing Agent Interim Chief of Police
