CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: AUGUST 29, 2023
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: A RESOLUTION APPROVING THE WORKFORCE

INNOVATION AND OPPORTUNITY ACT SUBGRANT

AGREEMENT WITH THE STATE OF CALIFORNIA
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve the Workforce Innovation and Opportunity Act Subgrant Agreement between the City of Anaheim and the State of California for the term April 1, 2023 through June 30, 2025; in the amount of $805,594; and authorize the City Manager to execute and administer the agreement; and determine that approval of the agreement is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(3), 15061(b)(3), and 15378(b)(4).

DISCUSSION:

The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated worker and youth job seekers including job search assistance, resume and interview preparation, career assessment, occupational skills training, and on-the-job training.

The State conveys WIOA program funds to the City through a Subgrant Agreement.

The attached Subgrant Agreement is for Program Year 2023-2024. The first allocation made available through the Agreement is for youth services. The Youth allocation for Program Year 2023-2024 totals $805,594 and will be used to provide eligible youth with services prescribed by the WIOA including tutoring, workforce preparation and training, occupational skill training, and paid work experience.

Funding allocations for Adult and Dislocated Worker activities are forthcoming and will be unilaterally modified into this Subgrant Agreement at a later date. Preliminary noticing from the State of California Employment Development Department indicates we will receive approximately $791,042 for Adults, and $786,525 for Dislocated Workers to provide those populations with WIOA prescribed services such as comprehensive skills assessment, job readiness training, job search assistance, on-the- job training, and occupational skills training.
