Classification and Compensation Changes and Related Actions August 29, 2023
DISCUSSION:
Given City Council action on June 27, 2023 to adopt Resolution 2023-043 adding the non- represented full-time hourly classification of Executive Secretary – Employee Relations to the classification plan, staff determined it is necessary to amend the Personnel Rules and Policies Covering Non-Represented Full-Time and Part-Time Employees (“Personnel Rules”) to include terms and conditions of employment and related salary schedules changes applicable this new category of employee (Non-Represented Full-Time Hourly).
Additional changes are recommended to remove outdated provisions and correct an error in Appendix B reflecting the current range assignment for the Chief Policy Advisor to the Mayor reflecting the Maximum of the range equal to the Control Point ($108,521). The correct Maximum is $118,386.00, 120% of the Market Point of $98,655.
In a related action, City Council is asked to consider compensation changes for classifications serving in support of the City Council in Chief Policy Advisor to the Mayor, Senior Policy Aide, City Council Aide II, and City Council Aide I. These classifications are all considered “at will”, meaning the incumbents have no property rights to their positions and serve at the pleasure of the Mayor or City Council Member who appoints them. As such, terms and conditions for employment for employees serving in these classifications are covered by the Personnel Rules for Full-Time and Part-Time Non- Represented Employees, consistent with other “at will” classifications.
Chapter 1.05 of the Anaheim Municipal Code establishes the City’s Personnel System and vests the Human Resources Director with the responsibility for ensuring the appropriateness of classifications based upon the type and level of duties and responsibilities performed. On an ongoing basis, individual job classifications are reviewed and modified to ensure they remain current with emerging technology, organizational changes, and labor market trends within specific occupations.
In accordance with Section 1.05.020 of the Municipal Code, the Human Resources Director concurs with department requests and recommends compensation changes based on the following:
Staff conducted a compensation review of the Chief Policy Advisor to the Mayor classification and the resulting analysis found that the classification is approximately 12% below the market median of $134,494. (See Attachment 4 – Chief Policy Advisor to the Mayor Market Survey.) Additionally, when looking at internal alignment, staff found that the Chief Policy Advisor to the Mayor is similar to the Senior Employee Relations Analyst (annual maximum - $137,046) in terms of requirements to participate in work that has significant implications to City policy and items presented to City Council. The Chief Policy Advisor to the Mayor additionally requires political acumen and ability to speak on the Mayor’s behalf in a variety of settings. Staff also reviewed the classifications of Government Affairs Manager (annual maximum - $151,093) and Assistant to the City Manager (annual maximum - $174,910) for internal alignment, given that these classifications have similarities to the Chief Policy Advisor to the Mayor in terms of required expertise on complex programs and intergovernmental issues and ability to liaison with the public, and various organizations and governmental agencies. The pay Classification and Compensation Changes and Related Actions August 29, 2023
for the latter two classifications reflect responsibility for directly hiring, supervising and assigning the work of administrative staff, and other duties not requisite of the Chief Policy Advisor to the Mayor.
In order to provide for a competitive salary and appropriate internal alignment with City classifications with similar duties and responsibilities, staff recommends that the single incumbent classification of Chief Policy Advisor to the Mayor be reassigned from salary range XCR10 ($78,924.00 - $118,386.00) to XCR14 ($95,932.00 - $143,898.00), between that of the Senior Employee Relations Analyst and the Government Affairs Manager.
Similarly, staff recommends a 10% salary range increase for the part-time hourly City Council Aide I, City Council Aide II and Senior Policy Aide classifications:
Classification Current Range Salary Range
City Council Aide I $15.50 - $17.43 $17.05 - $19.17
City Council Aide II $17.68 - $22.66 $19.45 - $24.93
Senior Policy Aide $30.32 - $41.69 $33.35 - $45.86
The cost to implement these recommendations is approximately $43,840.00 (salary and burden) for FY 2023/24.
This recommendation was first reviewed by City Council on August 15, 2023, at which time the City Council requested the additional information concerning the recommendations included with this staff report. Approval of this change would require further amendment to the Appendix B of the Personnel Rules to reflect the new salary range for the Chief Policy Advisor to the Mayor as well as amendments to Appendix F to reflect the new hourly rates for the Senior Policy Aide, City Council Aide II, and City Council Aide I classifications as reflected in Attachment 2. If City Council chooses not to approve the pay range changes for these classifications, the further amendment to Appendix B and amendments to Appendix F are not required.
IMPACT ON BUDGET:
If the pay range changes for the Chief Policy Advisor to the Mayor, Senior Policy Aide and City Council Aide I/II are approved, the City Council’s Fiscal Year 2023/24 General Fund budget will be increased by $43,840. There is no budgetary impact to the changes in Personnel Rules and Policies.
