RECOMMENDATION:
That the City Council, by Resolution, adopt the East Anaheim Master Plan of Sanitary Sewers Financial Implementation Plan dated June 2023.
DISCUSSION:
The Department of Public Works has an ongoing Sanitary Sewer Master Plan Program for three primary areas of the City. These are the West Area, the Central Area, and the East Area of Anaheim. The current updated East Anaheim Master Plan of Sanitary Sewers was adopted by the City Council on May 16, 2023. The East Anaheim Master Plan of Sanitary Sewers Financial Implementation Plan dated June 2023 (Plan) has also been updated to reflect the current market pricing and accounts for future developments that will impact the sewer system.
The Plan’s area is generally bounded by the northern city limits on the north, the Orange Freeway (SR-57) and the Central Anaheim Master Plan of Sanitary Sewers Study Area on the west, the Southern City limits on the south, and the Eastern City limits on the east as shown in the attached Study Area Map. This Plan is consistent with the current and previously approved approach of using impact fees to generate funds for sewer system improvements.
The Plan identified the total estimated cost needed for future sanitary sewer improvements in East Anaheim at approximately $6,948,000 when this area is built- out with new development. Most of these needs will be met through the on-going capital improvement and maintenance programs funded based on this Plan.
The Plan reflects the latest Anaheim General Plan and Zoning Code updates as of August 2023.
IMPACT ON BUDGET:
There is no budgetary impact. Staff will return at a later date for council approval of any changes to development impact fees.
