RECOMMENDATION:
That the City Council, by Motion, accept the bids from Parkwood Landscape Maintenance, Inc. and Landscape West Management Services, Inc. in a combined amount of $1,028,520, plus a 15% contingency, to provide landscape maintenance services to the West and Southwest area parks for a one-year period with up to four one- year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid# 9706.
DISCUSSION:
Purchasing solicited bids from known contractors and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., August 17, 2023, from the following contractors and were publicly opened immediately thereafter.

The bid was based on a fixed monthly cost for landscape maintenance services to maintain two separate areas spread over the West and Southwest areas of the City, covering 35 park/facility locations. Bidders were allowed to submit a bid on either one or both service areas, encouraging greater competition. Landscape maintenance service includes, but is not limited to, the maintenance of plant materials, turf, irrigation system, litter control, mowing, edging, pruning, mulch replacement, pest & weed control, and trimming of park trees up to 15’ in height. Parkwood Landscape Maintenance, Inc. was the lowest responsive bidder for the West area, and Landscape West Management Services, Inc. was the lowest responsive bidder for the Southwest area.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. The renewal periods shall be negotiated each year with any increases not to exceed the change in the Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim areas for the preceding 12-month period.
The 15% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Community Services Department’s Fiscal Year 2023/24 Budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
