CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: SEPTEMBER 26, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO ISSUE A MASTER AGREEMENT FOR
THE PURCHASE OF A SUBSCRIPTION TO A TRAINING
MANAGEMENT SYSTEM
ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a master agreement to Benchmark Analytics, in the amount of $26,000 plus applicable taxes, for an online subscription of a training management software system, installation, and training for a one year term with up to four one-year optional renewals in accordance with approved budget appropriations; and authorize the Purchasing Agent to exercise the renewals and issue and execute any necessary documents pertaining to this procurement.
DISCUSSION:
The Anaheim Police Training Bureau staff has identified the need for a new training record-keeping system. The desired training system will replace the Police Department's existing online training program which provides few options, no individual accounts, no document downloading, and limited report generation. Police staff reviewed available solutions and determined Benchmark Analytics provides the most comprehensive solution that best meets the City’s needs. The system will be used to create and configure training programs for individuals and groups of officers, track firearms and qualifications, manage certificates of historical and future courses, and approve and track officers' training requests. It will also create pre-assessments and evaluations for each training course, integrate courses on a calendar using Outlook, and provide alerts and announcements for upcoming training and re-certification. This program provides proprietary training-specific reporting, including dashboards and ad hoc reporting.
Benchmark Analytics is the sole provider of this training management system and is the only solution identified that meets the Police Department’s needs, therefore, staff requests Council waive the competitive bid process and authorize this purchase. Future year renewals will be negotiated based on current market conditions; however, increases will not exceed eight percent annually.
Authorization to Issue a Master Agreement for the Purchase of a Training Management System September 26, 2023
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2023/24 General Fund budget.
Respectfully submitted, Concurred by,
John Vasquez Rick P. Armendariz
Acting Purchasing Agent Chief of Police
