CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: SEPTEMBER 26, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE TWO DODGE RAM FULL-
SIZED TRUCKS
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the bidding requirement of Council Policy 4.0, and authorize the purchase of two Dodge Ram Full Sized Trucks from 72 Hour LLC dba National Auto Fleet Group in the amount of $164,025.95 (which includes all applicable taxes and fees), for the Anaheim Fire & Rescue Department (AF&R). This purchase will be made utilizing a cooperative purchase agreement established by Sourcewell.
DISCUSSION:
The two new trucks are being purchased to replace older model units from the AF&R command staff fleet. The full-sized trucks play a critical role in the transportation of command staff to address and respond to various operational needs of the department.
These trucks were scheduled to be replaced in Fiscal Year 2024/25 following the established vehicle replacement schedule; however, the vehicles have suddenly become available for purchase at exceptionally competitive prices. In the current volatile automotive market, where demand and availability fluctuate quickly, it is imperative for buyers to act promptly upon favorable market opportunities.
Authorizing the purchase now will not only provide cost savings against the currently inflated manufacturer's suggested retail price (MSRP) but also enable AF&R to significantly reduce lead time to a projected window of up to 180 days. These vehicles would typically take up to 12 months or more to build and deliver. AF&R is requesting the purchase of the trucks to be consistent with other recently purchased models.
Standardizing specifications enables a consistent operation and makes maintenance performed by City personnel more efficient.
IMPACT ON BUDGET:
Funding for these purchases will come from the Public Works Department’s Fleet & Facilities Motorized Equipment Fund budget for Fiscal Year 2023/24.
