DISCUSSION:

The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated workers, and youth job seekers.

The State conveys WIOA program funds to the City through a Subgrant Agreement. The Subgrant Agreement for Program Year 2023-2024 was approved by the City Council on August 29, 2023, and included an allocation for youth services. Youth services prescribed by WIOA include tutoring, workforce preparation and training, occupational skills training, and paid work experience.

The local Workforce Development Board (WDB) is responsible for the selection of Comprehensive Youth Services providers by awarding contracts on a competitive basis.

The Anaheim WDB released a Request for Proposals (RFP) to solicit bidders qualified to operate a comprehensive Youth Development Program (program) for WIOA-eligible youths ages 14-24 (youth). A total of two proposals were received, evaluated, and scored by an experienced and qualified panel of three reviewers. The criteria upon which the proposals were rated are: 1) program design and implementation, 2) demonstrated ability WIOA Agreements with Orange County Conservation Corps. and Taller San Jose Hope Builders September 26, 2023

and past performance, and 3) cost reasonableness.

Under the program, economically disadvantaged youth will receive services to prepare them for further education, job training, and successful transition into the workforce.

Upon recommendation by the Anaheim Youth Committee, a WDB subcommittee, the Anaheim WDB approved the selection of both Orange County Conservation Corps. (OCCC) and Taller San Jose Hope Builders dba Hope Builders (TSJHB) to operate the Program.

The Agreements will provide OCCC $326,266 and TSJHB $217,511 in WIOA funding for program year 2023-24. The contract terms are from July 1, 2023 through June 30, 2025.

IMPACT ON BUDGET:

Workforce Development Division grant funds are included in the Housing & Community Development Department Fiscal Year 2023/24 budget and are restricted for such programs. Future years will be subject to Council approval of budget appropriations.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing & Community Development
