CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: SEPTEMBER 26, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF MASTER AGREEMENTS FOR TRAFFIC SIGNAL
MAINTENANCE SERVICES
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1) Determine that the projects to be performed under the attached Master Agreements shall be categorically exempt under the California Environmental Quality Act (CEQA), Sections 15302, 15303, and/or 15304 of Title 14 of the California Code of Regulations; 2) Approve the Master Agreement for Traffic Signal Maintenance Services between the City of Anaheim (City) and contractors pre-qualified by the City for a two-year period and an option for two additional two year extensions, and approve a not-to-exceed amount of $1,000,000 per work order package or request for immediate response services, with a cumulative value per contractor per fiscal year not to exceed $1,000,000, excluding change orders;
3) Authorize the Director of Public Works or designee, on behalf of the City, to execute the Master Agreements with the two contractors pre-qualified: Yunex LLC and Bear Electrical Solutions, Inc.;
4) Authorize the Director of Public Works or designee, on behalf of the City, to take any and all actions as are necessary to implement and administer the Master Agreement, including any extensions; and
5) Authorize de minimis changes that do not substantially change the terms and conditions of the Master Agreement, as determined by the City Attorney’s Office.
DISCUSSION:
The Department of Public Works maintains 339 traffic signals, 166 closed circuit television cameras (CCTV), 24 changeable message signs (CMS), and approximately 100 miles of fiber optic communication cable. This contract will augment existing Traffic Signal Maintenance staff. Typical services performed under this agreement Award of Master Agreements for Traffic Signal Maintenance Services September 26, 2023
include: repair of damaged traffic signal infrastructure; repair and replacement of in-pavement and video detection equipment, overhead street name signs, closed circuit television surveillance cameras and changeable message signs (CMS), traffic signal communications infrastructure; and re-alignment and replacement of signal indications
Pre-Qualification Process
All interested contractors were invited to complete a pre-qualification questionnaire and provide supplemental background information demonstrating the contractor's expertise, skills and breadth of experience in dealing with projects under the purview of Public Works.
On July 20, 2023, the pre-qualification application package was advertised on the City’s electronic bidding system notifying 62 prospective bidders, and 18 downloaded the package. Public Works received two qualification proposals. Staff reviewed and evaluated the proposals, determined they met the minimum pre-qualification requirements for consideration of the Master Agreement.
Contractor selection consisted of proposal reviews, thorough understanding and the ability to perform specialized tasks as outlined in the RFQ, demonstrated record of success on work previously performed for this City and other municipalities, and proposed schedule and cost to do the work. Yunex LLC and Bear Electrical Solutions, Inc. both have the staffing, the resources, and proven track records of exceptional service in the City of Anaheim and surrounding cities of comparative size. The firms also maintain a large inventory of spare equipment at local yards used to respond to traffic signal knockdowns within the specified response timeframe. Having more than one signal maintenance contractor on contract gives the City the ability to respond to traffic signal repairs more efficiently and cost effectively.
These Agreements will support Public Works in managing workloads by facilitating project delivery through the leveraging of all available resources. In addition, other significant benefits of contracting through the Master Agreement include:
• Immediate Response Services. The traffic signal infrastructure maintenance and repair services deemed urgent, necessary and emergency in nature in order to continue operations with minimal delays, impacts to life, safety and health and require urgent response.
• Day Response Services. The traffic signal infrastructure maintenance and repair services requiring immediate attention, however, have minimal impact to life, safety, health, criticality and functionality of the affected City services. • Normal Response Services. The traffic signal infrastructure maintenance and repair services, which pose no clear and/or immediate emergency and provide scheduling for full project assessment and development.
ENVIRONMENTAL DETERMINATION:
The project to be undertaken under this Master Agreement will consist of replacements, repairs, and maintenance which fall into the following CEQA Categorical Exemptions; Section 15302, Section 15303 and/or Section 15304 of Title 14 of the California Code of Regulations.
