Scope of Services offered.requests promptly. We will prepare a detailed scope and budget for each request, with accompanying budget cost allocation matrix and survey limits exhibit. Weekly reports will be submitted to the City Surveyor describing work activities in City approved format and KDM will continue to maintain excellent relations with the City of Anaheim staff and general public at all times. Our firm has a proven project completion record as demonstrated by our referenced projects within this proposal and our existing relationship with the City as an on-call provider. Project Management ApproachKDM utilizes a five phased project management approach, which though adjusted for each project, provides a general path, survey, to map reviews. In addition to our standard project management approach, in the following sections, please find an overview of capabilities and work plans for various types of survey projects.Construction Staking / LayoutKDM has a long history of working for numerous cities on capital improvement projects, either directly as a consultant, or as a sub-contractor for our engineering firm clients. Generally speaking, KDM Meridian does not solicit to provide construction staking to contractors or developers. Instead, we prefer to reserve this service for our public sector clients. To focus our concentration and service on our public sector clients, we generally provide this service while working either directly for the owner/agency or as part of the construction management team. KDM can provide project specific construction staking as required by the City Surveyor.KDM Meridian has experience in providing staking for all facets of public works projects. We work closely with construction and project managers, city inspectormeetings, staying current withteam. This cooperation helps keep the project movinwork schedule, and also keeps KDM up-to-date on changes or revisions to scheduled work and project needs. We pre-calculate staking items, based upon an approved schedule of work submitted by the contractor; this work involves verifying distances and grades, in essence a QA/QC of the plans. This quickly identifies any problems or concerns

associated with construction/design plans prior to staking. We then submit requests for information/clarification as needed, to prevent work delays. KDM will respond to written requests for survey within one business day.KDM also performs peer reviews on construction projects. This entails a review of plans and completed cut-sheets, or a field check to verify line and grade staking. This would be summarized in a written report and provided to the City. We would provide similar work for the city per City of Anaheim Construction Services, Survey Section staking policy and current industry standards. For construction staking projects, we keep a database full of submitted staking requests in chronological order, along with notes detailing the disposition of these requests, to track progress and identify re-stakes. This gives us the information to detail billing hours on invoicing and compare expended hours to our project budget matrix. Both City and contractor will be provided with electronic files and hard copies of cut sheets (and field notes, when necessary) on approved City forms. Our staff will continue to maintain good public relations with both the City and as well as with residents, property owners, and business owners. We also provide pro-active support and coordination effort for construction work with utility companies and other agencies involved in the projects. Coordinating construction staking projects using the aforementioned methods provides for a productive and cost-effective project. We work as an integral part of the project team striving to deliver a successful project on time and within budget. The most important goal of our work is to prevent contractor work delays, as well as the associated equipment and manpower standby costs related to such interruptions. For all of our fieldwork, we use high visibility and up-to-date safety equipment and signs for the protection of our staff and the public. We also conduct regular safety meetings outlining project specific safety awareness and concerns. We contract with Synergy Traffic Control (formerly ENOR) to provide a traffic control plan, staff, vehicles, signs, cones and related equipment to provide a safe work area, should this requirement become necessary.Monument PreservationAny proposed street improvements under this contract will require monument preservation/perpetuation in accordance with applicable statutes (e.g., CAL. BPC. §8771). Each preservation/perpetuation project would begin with the complete data will be used to determine the potential position of all record monuments and references (ties) within the project limits. KDM field alistic count of the number of monuments that could be affected by construction. This phase frequently brings to light numerous thus require additional efforts to perpetuate. KDM field and office personnel will work together with City staff to develop the most efficient project work plan. This will include determining the best instrumentation to use (GPS vs. Conventional), phasing of work, identifying the need for traffic control, and which method of record documentation makes the most sense. In cases where key controlling monuments have previously been destroyed and are identified as requiring re-establishment, a Record of Survey may prove a better document to use than Corner Records. At the conclusion of construction, our field staff will set new durable monuments and ties to replace those destroyed by construction. As this work is completed, our office staff will prepare and file the required maps and/or documents with the appropriate agencies. Our office has prepared hundreds of both pre-construction and post-construction Corner Records as well as Record of Surveys throughout Southern California. As a surveying firm in California, we have seen the costs associated with lost and destroyed monuments. We have long been a champion of the preservation of all monuments including those historical monuments that have been the foundation of real property transfers for hundreds of years. The destruction of any

monument; be it a Spanish land grant Rancho corner, a Section corner, or a new centerline intersection hurts us all. We look forward to working with you in pursuit of this worthy goal.Vertical & Horizontal Control (Conventional and/or GPS)Since its formative years, KDM has provided GPS-based survey services to a wide range of clients, including other survey firms. Key staff at KDM regularly attend seminars and training sessions to maintain an awareness of rapidly changing technology and industry best practices. KDM routinely uses the latest state-of-the-art GPS technology and high precision digital levels in a variety of manners to perform large scale control projects for aerial mapping, orthophotography, geodetic positioning, and establishment of control networks. These projects can span neighborhoods, cities, and counties, and are routinely completed efficiently and accurately due to the extensive knowledge of proper procedures, processing, and accuracy control possessed by field and office staff. The approach to each GPS or control survey is based on a thorough well as performance of detailed research, planning and site reconnaissance. Field personnel specifically trained in control surveys carry out each field project, and data is processed in the appropriate adjustment software packages. Project specific vertical and horizontal control will be provided for each project as required by the City Surveyor using either Horizontal control will be California Coordinate System 1983, Zone VI or an Orange County published epoch, also by direction of City Surveyor.Preparation of Maps, Records of Survey, Corner Records and Other Official RecordsWith a focus in the public works sector, KDM Meridian has a unique familiarity with the mapping requirements for this area. While many municipal projects are exempted from the subdivision map process, KDM Meridian has nonetheless performed several subdivision maps for facilities such as city halls and police departments in redevelopment parcel maps. Most often, during the course of boundary surveys and establishment for the public works sector, a record of survey, in accordance with interests. Long held agency properties, exempt from the regular mapping processes, can suffer from a lack of surveys being recorded. This dearth of record mapping leads to uncertainty in boundary location and an increase in litigation risk. KDM Meridian has extensive experience in researching the ownership and transfer of lands in the public sector and preparing records of survey in standards of the State of California and City of Anaheim.KDM Meridian has provided on-call map checking services for several cities in Los Angeles, San Bernardino and Orange Counties. The process of map checking includes two main priorities. Foremost, KDM Meridian works with the City to ensure that developer submissions are made in a complete format. Developers are guided to comply with submission checklists to ensure the process is efficient from the first submission through recordation. Secondly, City checklists for map checking manner to keep submitting parties clear on the map requirements. Together with providing checklists to submitters for clarity, complete logs and records are generated for each submission. The development of these checklists has provided our staff with an exceptional working knowledge of the Subdivision Map Act, as our checklists have the specific article and sub-section noted for each numbered item with these lists. Upon completion of final monumentation, KDM survey technicians/staff will check and verify monuments and provide documentation of findings prior to bond exoneration.Legal Descriptions and Boundary ControlOur completion of numerous legal descriptions and plats primarily for easement and right-of-way acquisition for the Cities of Buena Park, Laguna Beach, Tustin, Fullerton, La Habra Heights, Signal Hill, and Rancho Palos Verdes has provided us the experience to continue to offer these services to the City of Anaheim. This work has also included the creation of - 5 -

encumbrance or constraints maps, which indicate easements and other title issues as listed and/or described within preliminary title reports. We have become the go-to firm for several of the aforementioned agencies regarding questions or difficulties that have been encountered for this or similar work. Each legal description starts with a review of a current title report to ascertain vesting documents, ownerships, and third-party interests. All legal descriptions prepared by KDM Meridian include a plat depicting the described parcel(s) for ready interpretation by laypeople. This work is prepared under the guidelines of the Professioof property records. Reviewing legal descriptions and plats is similar to our established procedures for map checking, which we would use in cKDM has prepared hundreds of legal descriptions and plats for new easements or acquisitions in support of construction projects. Every legal description & plat is thoroughly reviewed, approved, and signed by a California licensed surveyor.maps showing contours and spot elevations. Plan and profile sheets of existing roadways can be prepared when required.Topographic Mapping, Including Terrestrial LidarKDM Meridian routinely provides topographic base mapping directly to several local cities for in-house design for a range of municipal street & facility improvements. These surveys include the location of existing improvements (fixed works) and preparing a digiright-of-way lines, and centerlines. Moreover, as the preferred sub-consultant for numerous local civil engineering firms providing public works design, KDM Meridian performs topographic and preliminary design surveys throughout Los Angeles, Orange, San Diego, and neighboring counties. The success of this type of project depends mainly on an understanding of the intended design and the base mapping requirements. Each project starts with an in-depth client discussion over the purpose of the survey and the uses to which it will be employed. Specific methods and scope are tailored on a project-by-project basis to balance cost constraints with project requirements and schedule. KDM Meridian will provide electronic surface models compatible with AutoCAD and related software. We will provide DWG, PDF, and ASCII files of completed project base mapping, as required. After research is performed, initial base maps covering the work area are prepared showing record centerline, right-of-way and property lines. Information pertaining to record monuments is included and used as a search map by the field crews. Existing monuments are recovered and surveyed and used to orient the record data. Secondary control points are set for each project in such a fashion that they will remain undisturbed through the life of the project. All control work is based on published County or City horizontal and vertical control data and undergoes a rigorous quality review and least squares adjustment. Typically, two agency benchmarks are utilized. For topographic surveys that include full utility location, we request and coordinate USA utility markings. We also frequently work with private utility location companies. These markings are picked up by our field crews and are included on our topographic maps. When performing surveys that require access to private property, KDM typically uses the door hangers created by the California Land Surveyors Association (CLSA). We attach a brief explanation of the need for access and the KDM project When exceptional detail is required or conditions are such that direct access is difficult, LiDAR scanning is often the answer. KDM has used LiDAR on projects such as congested utility tunnels at sanitation plants and intersection surveys of multi-lane roadways with highway speed limits. This new technology produces 3D point clouds that can be imported to many standard CAD programs. If desired, the staff at KDM can extract the required data and produce a standard 2D topographic base map. - 6 -

KDM Meridian is a full-service professional land surveying firm. From our inception in 2000, the founders of the firm have always believed and invested in the latest technologies. This included the latest GPS, robotic total station systems, and digital levels. We have recently incorporated terrestrial LiDAR scanning of both static and mobile varieties.-by-point discretely with a description, generally with a second person applying a prism to the target location. This laborious and time-consuming methodology has been the mainstay of traditional surveying for literally hundreds of years. A site, structure, or item of interest is depicted by the collection of some number of points that a field surveyor has decided will best represent the subject for a design base file. LiDAR is a state-of-the-art surveying method that measures distance to any object by illuminating that object with a pulsed laser light and measuring the reflected pulses with a sensor. This system collects up to millions of points per second in each setup. This results in a virtual 3D scanning system is rated at 2mm (ranging error) and is typically better than traditional surveying methodology can set control for a project site.Scanning is virtually unlimited in size and environment including broad daylight, the dark of night, indoors, and outdoors. Clients receive complete documentation of existing as-built conditions and various industries can extract their own interests from the detail rich virtual environment that has been captured. Scanning saves time and cost, particularly in difficult to reach locations. Reduced danger to field personnel is another advantage. The billion-point clouds can replicate any site condition and even preserve and document ornate or forensic details. A 360-degree sphere of photographs is also collected at each setup. The merging of the scanned data with the color photo image results in an easily identifiable cloud that looks like a picture, but truly is an accurate 3D model of the subject.Basic office compilation is as simple as the merging of all individual scans into a single cohesive cloud based on surveyed control. The extraction of specific data is also easily achieved. Many current design or modeling software suites can incorporate clouds directly, but our staff can also extract data sets specific toAs-Built Surveys and Subsurface Utility Engineering (Existing Utility Surveys)KDM Meridian is experienced both in performing as-built surveys, as well as working in conjunction with Subsurface Utility Engineering (SUE) firms.KDM Meridian has years of-improvements, and environmental/remediation projects. We also endeavor to obtain project requirements and standards prior to commencement of work to ensure that both field survey and deliverables meet expectations for the type of work completed for each project. Accurate construction document records include the measurement of the actual improvements built and the documentation of any differences from the approved plans. Much like with a topographic or design survey, KDM Meridian collects the location and grades of built improvements in relation to project control, then documents differences with approved plans and provides detailed as-builts in CAD format.

Deliverables will include field notes, sketches, digital photographs (where applicable) and AutoCAD drawing files compatible with Civil3D 2019 format.KDM Meridian subcontracts with T2 Utility Engineering for subsurface utility engineering needs. T2ue performs detection of subsurface utilities, marking their location on the surface; KDM Meridian surveys these surface markings for incorporation into deliverables.T2 UES, Inc. d/b/a T2 Utility Engineers (T2ue) provides a full range of Utility Engineering services, including Subsurface Utility Engineering (SUE), advanced geophysics, test holes/potholing, surveying, and utility coordination to support infrastructure projects in the United States (US) and Canada. Recognized as a leader in managing the risks associated with above-ground and sub-surface utilities, T2ue staff have the experience and expertise with managing projects of all sizes, from small development jobs to large-scale billion dollar infrastructure projects for public and private clients. T2ue has 30+ offices and about 400 employees across the US and Canada and can quickly mobilize resources for your project. We retain SUE crews and field technicians are available to respond quickly to your project needs.

In-depth understanding of geophysics enables our team to analyze problem areas quickly, develop solutions, choosethe appropriate tool for the job and complete a thorough site investigation using the American Society of Civil Engineers(ASCE) Standard 38-22 as the basis for our work and procedures.Experience with the collection of critical existing utility data is vital for effective project planning, design andconstruction. If conflicts are identified up-front, appropriate mitigation and relocation measures can be instituted inadvance of the construction phase, resulting in condensed schedules and reduced costs. One of the biggest issuesassociated with projects starts with poor utility base mapping derived from just record information. Existing recordsfrom legacy facility maps are not always sufficient and may include changed locational references, lost paper records, unrecorded utilities or lack of installation details. This is why T2ue utilizes the ASCE 38-22 Standard.Unsurpassed knowledge of the ASCE 38-22 Standard. Our staff utilizes theCI/ASCE 38-22 Standard for collecting and depicting the existing utilities to build thehighest quality utility map that includes an iterative field investigation. The ASCE 38-22was developed to mitigate risk associated with the existing utilities by taking theuncertainty of the information and depiction of the existing utilities and setting astandard on how to conduct field investigations, utilize records, survey and geophysicalmethods to horizontally position utilities and vertically to properly map what is existingand to what certainty the accuracy is of each utility. ASCE-38-22 sets forth aninvestigative procedure that results in utility depictions that clearly indicate the sourceand reliability of the utility information. This investigation and mapping, as part of the ASCE 38-22, leads to our technicians typically finding 40% to 60% more utilities than documented on records and allows our team to build a complete and accurate utility base map to aid in the design process and reduce negative impacts during construction.T2ue has provided SUE services to LACDPW for over 55 projects within the last 4 years.

PhotogrammetryServicesThe KDM staff identified within this submittal have completed hundreds of aerial mapping projects using aerial photogrammetry (provided by our referenced sub-consultant, Robert J. Lung & Associates). These projects have been as small as single residential or commercial parcels and street intersections to infrastructure improvements extending several miles in length, including related control networks. Our firm initially began by providing aerial target establishment and control on infrastructure improvement projects for our private engineering clients. We have built upon this work to offer this rial mapping products. For aerial mapping projects, we propose to use the services of: Robert J. Lung & Associates (RJL), a firm specializing in Aerial Mapping, Photography & Engineering Reproduction. In addition to our long experience working with RJL, they are also a current on-call provider to the City of Anaheim, ensuring that even as a sub-consultant to KDM, they are a trusted partner with a proven ability to meet the needs of the City. We have provided additional information about RJL later in this proposal.KDM would provide aerial target establishment and control, while RJL would create the necessary target plan, flightpath, ortho-corrections, and execute the aerial collection of data. KDM would QA/QC the data against ground coordinates as an additional layer of review.Project related experiences, references & personnel for each scope of service.Sample Project ExperienceAnaheim South Recycled Water Project Anaheim, CAThe City of Anaheim sought to facilitate the recycling of water for landscaping and chillers via installation of a metering connection to capture recycled water from Orange County Water Districts Groundwater Replenishment System, the construction of a recycled water pump station, and installation of approximately eight miles of recycled water distribution pipelines. To facilitate this, KDM Meridian was contracted by the City of Anaheim to generate up to date aerial mapping ofthe affected roadway. KDM Meridian developed a horizontal and vertical control network for the Anaheim South Recycled Water Network. The network consisted of 20 aerial targets and 4 augmentation control points. Our sub-consultant, RJ Lung ontour interval and included ortho photography. We also ran numerous random level lines to verify the quality of the aerial mapping. Scope included Aerial Mapping for approx. 9 miles of roadways around Disneyland and Angel Stadium.Acacia Ave & E Valencia Dr Emergency Storm Drain Repair Survey Fullerton, CA (KDM as Prime)Due to heavy rains, and the failure of a storm drain, the intersection of East Valencia Drive and South Acacia Avenue required an urgent topographic survey to facilitate the required emergency repairs needed to correct the damage and failed storm drain. The City planned to replace and possibly re-align an aged storm drain that crosses S. Acacia Ave. The KDM Team generated a survey plan in consultation with client (City of Fullerton) and executed the plan; activities included: Research & Prep (Performed research to acquire County & City survey & land records.), Field Surveying (Collected topographic features, cross sections no more than 25 feet intervals, including fixed surface features), and office compilations, producing base map in PDF at 20 Scale us - 9 -

E. Glenwood Avenue, E. Union Avenue, And E. Brookdale Pl.Infrastructure ImprovementsFullerton, CA The City of Fullerton sought to design and construct various infrastructure improvements to E. Glenwood Avenue, E. Union Avenue, and E. Brookdale Place and required design survey to facilitate these activities. KDM Meridian was retained to provide these services. KDM performed research, obtained record maps and pertinent data from the City of Fullerton and Orange County. (Record centerline, right-of-way (R/W) lines were compiled and included in the base mapping files). Field survey recovered and surveyed sufficient centerline monuments to orient record data and set additional control points as needed for the topographic field survey. The topographic field survey consisted generally of R/W to R/W cross-sections at the beginning and end of curb returns at intersecting streets. Sections included sidewalks, top-of-curb, flowline, lip, grade breaks, crowns and striping. Improvements, including but not limited to, utility structures, driveway approaches, sidewalks, valley gutters, trees, mailboxes, walls, fences, and all surface utilities were located within the apparent right-of-way. Sewer manholes within the project limits were dipped. Base mapping was compiled at requested scale with 1-foot interval contours produced.Tree Top Lane Drainage Survey Laguna Beach, CA -Call Agreement with the City of Laguna Beach, KDM was retained by the City to provide topographic design survey for correction of drainage issues at an intersection that was suffering from flooding. To that end KDM performed basic research that included record maps, corner records, GPS control, and benchmarks. Record right-of-way, centerline and property lines were digitized for inclusion in the base mapping. KDM recovered and surveyed existing monumentation and set additional project control using conventional survey methods.Elevations of rim and inverts of utilities within the project area were also determined. The full topographic survey was completed utilizing static LiDAR scanning methods. Scan data was registered to project control and normal survey data was extracted from the point cloud. The deliverable was a conventional topographic map that included a courses to determine water flow. The client requested additional data after the completion of the fieldwork. KDM was able to extract the data requested from the point cloud without returning to the field.Regio Avenue Rehabilitation Project Buena Park, CA The City of Buena Park sought to design rehabilitation and improvements to a section of Regio Avenue and required topographic design survey to facilitate these activities. Whether it provides an accurate foundation on which a design is built, or something as simple as determining a boundary line KDM knows the work we do has real world implications for our clients, and in many cases the public themselves. To this end the KDM team strives to produce error-free work products. We utilize a combination of state-of-the-art instruments and the latest software to minimize the chance for errors. This is coupled with rigorous procedures, checklists, and monitoring to ensure the work we do can be relied upon for its ultimate end use! KDM believes that a client-centric approach is key to successfully serving our clientele. Only by catering to the needs and preferences of our clients can we ensure a successful partnership. KDM personnel truly want our clients to be happy they worked with us. We forge relationships with our clients, which instills in us a sense of elevated responsibility to ensure weproduce quality, error free deliverables that clearly meet project requirements. KDM Training & Continuing Education ActivitiesKDM management knows the importance of education. We are always supportive of staff taking classes and attending seminars in pursuit of improving themselves or achieving licensure. We also work with staff daily to strengthen their capabilities. From our internal training program and on-the-job training and education to external courses provided to KDM staff or provided through Professional Associations.KDM has long had an internal training and education program, however it was relaunched in early 2021 as KDM-You! with a renewed outlook and education model that both broadened the scope of topics and increased the frequency of training. Consisting of internal courses taught by KDM team members, imparting both expert knowledge among our employees while also facilitating personal enrichment through the knowledge one gains only through having to teach something, courses cover a broad range of topics, including but not limited to: employee safety, various survey software and equipment, land survey methodology, and practical field skills. In addition to exploiting the knowledge and skills of individual KDM experts and team members, KDM-You! also provides access to Udemy courses for employee professional enrichment. With over 175k courses, and over 60k instructors teaching everything from basic business skills, as well as more complex topics like coding, topical law, and yes, even land surveying,Udemy gives our employees access to a vast database of professional enrichment taught by subject matter experts and professionals. All Udemy courses utilized by our team are vetted by management for relevance, instructor credentials, and quality of coursework so as to ensure the quality of professional enrichment provided to KDM staff via Udemy.KDM prides itself on our uncommon employment model. All of our production staff get significant exposure to all aspects of our core projects. From assisting with proposal preparation, through preparing final deliverables, everyone has an understanding about how all the pieces of a project interact and depend on each other. This rounded experience gives the staff at KDM an overall knowledge of what each project will require and how to best help achieve the objectives of the project. This is in contrast to many other firms where field survey staff and office survey staff are separate. This results in field crew not developing in-office survey skills like data processing, map checking, or CAD, while those performing office survey functions may not develop field work experience, like effective data collection, the ability to process a complex site

effectively, or understanding of each instruments capabilities & limits. We believe that the ability to do one, improves the ability to do the other. As such, our field personnel might literally spend their week doing research for a monument preservation job, drafting a topographic base map, checking map closures, staking a sewer line, and setting final monuments. In that same vein, the owner and senior management keep their boots and safety vests handy as they are likely to spend a handful of days each month working with a field crew. KDM management knows the importance of education. We are always supportive of staff taking classes and attending seminars in pursuit of improving themselves or achieving licensure. Outside professional development coursework is encouraged and sponsored financially by KDM when work-related. We also work with staff daily to strengthen their capabilities.KDM personnel in strategic positions have taken The Subdivision Map Act Seminar offered by the Law Office of Michael the Subdivision Map Act as well as the responsibilities and powers of local agencies, in addition to the following related topics:Discussion of relevant Legislative and Case LawRelationship of Map Act to other planning, zoning, and development laws, and to CEQAWhen the Map Act applies (and when not)What kind of Map (tentative/final or parcel map) to useCertificates of complianceLot Line AdjustmentsExemptions and exceptions under the Map ActLife of Tentative MapVested Rights (including Vesting Maps, Development Agreements and Common Law Vesting)Exactions/Dedications/FeesCreative mapping approachesThe aforementioned involvement of KDM personnel in professional organizations and associations also offers access to continuing education opportunities. Organizations, in particular California Land Surveyors Association (CLSA) and local chapters, provide members not only the opportunity to discuss professional survey best practices and the changing legal and regulatory landscape affecting the profession, but it also provides routine access to professional continuing education opportunities via hosted seminars, and topical courses. In short, KDM personnel derive continuing education opportunities from subject matter experts via the active involvement in the aforementioned organizations. Not only do KDM personnel participate in professional associations from an enrichment perspective, they also routinely take active leadership roles. Multiple KDM personnel have held formal positions in land survey professional organizations. For instance, both Patrick Earl, PLS, who oversees the Survey Department, and Richard Maher, PLS, the President of KDM,have held the presidency of the CLSA - Orange County Chapter. In addition, held positions beyond the local CLSA chapter, having been a former Director of CLSA; he is also a past chairperson of the California Spatial Reference Center (CSRC) Executive Committee, and has given lectures on various survey topics at trade events. Provide an outline of your Quality Control and Quality Assurance Program for the areas/sub-disciplines for which you desire to be considered and any other information you deem pertinent. The KDM team strives to produce error-free work products. We utilize a combination of state-of-the-art instruments and the latest software to minimize the chance for errors. We also run all of our field data through a rigorous least squares adjustment routine. Each phase of work is also reviewed by one of our licensed surveyors. All our map checking is done using Bluebeam which is the industry standard for document review. This enables us to produce clear, easy to read &understand map checks. We also prepare clear and concise check letters detailing what is needed for the submitter to achieve approval of the map or document.Framework of Quality Assurance and ControlKDM prides itself on delivering the highest quality products to all of our clients. We have developed a rigorous in-house QA/QC program that is taken very seriously; not only do our clients rely on it, but our reputation does too. Every phase of a project, from project set-up through delivery of the final deliverable is reviewed by a second pair of eyes. Over the years we have developed numerous tools to ensure we avoid blunders and preventable mistakes on all of our work products. This includes the work of any sub-consultants we team with. Our quality control program includes everything from Check Lists to in-house developed software written to ensure all team members are aware of current status of every job we are working on. This KDM staff and is used primarily for project communication and tracking. We all know that a large percentage of problems impetus for the development of this software. We find Jobman to be an excellent tool to prevent communication pitfalls. If an issue comes to light in the field (such as problems with control provided by others), the field crew will call and/or email senior project personnel, but they will also post it to Jobman so a record is created, and project management staff can review the issue in our project meetings. The program will then notify the entire project team an update has been posted along with the date and the person making the entry. This system gives us the added benefit of documenting the numerous issues that arise through the course of any project. At the conclusion of most projects, the Project Team will also do acan modify our procedures to avoid them in the future.Every type of work we do has a well thought out written procedure, standardized organization, and if appropriate, a set of checklists. These lists have many steps built in that help to guarantee a quality final product. Doing every phase of a job thoroughly the first time, without going back for things overlooked also increases efficiency. The set of check lists used by the field crews is instrumental in avoiding costly return trips to the field. As projects near completion, they receive a complete review by a senior staff member who then goes over their findings with the production staff assigned to the project. In addition to resulting in better deliverables, this routine also helps to teach our less-senior staff what is required to meet the KDM standards of excellence. When issues arise during a project, our first and foremost goal is to work with the team to correct any problem that can impact the project. Whether the problem is the fault of KDM or another member of the project team, we apply whatever resources are needed to fix the problem in the shortest amount of time possible and to minimize cost to our client. We use these rare occurrences as a learning opportunity to implement changes in our standard procedures to ensure the problem is prevented in the future. Fault is the lowest of our concerns, we want to work with the team to identify the issue and assist in correcting the problem regardless of the source.

As with many professions, a surveyor is only as accurate as their equipment. This is why KDM not only invests in top notch equipment, but regularly puts it through its paces to ensure it is fully functional and calibrated, helping to guarantee the quality of the collected data. Applicable equipment is regularly tested outside of client projects to ensure proper function, and to identify any issues before the equipment is utilized on a clients project. Th ough time-consuming, we believe this pro-active approach serves not only our clients the best, but also in the long runsaves significant time and money that may be expended correcting errors or malfunctions that may occur due to faulty equipment. In addition to regular testing, KDM also has key pieces of equipment routinely serviced by the manufacturer to maintain optimal function, longevity, and accuracy. Just as a complex machine such as a vehicle requires routine service to maintain optimal function, so do complex instruments like Total Stations and LiDAR ScannersAn often-overlooked aspect of QA/QC is staff training and an ability to face complex situations, or unusual occurrences. KDM has found over the last two decades of performing survey, a well-trained survey staff makes a noticeable difference in the quality of collection and generation of deliverables. An effective training program is thus fundamental to maintaining a successful QA/QC program by engaging staff, forcing them to face complex situations, and widening their assured and controlled.
