SCOPE OF SERVICES
PROFESSIONAL LAND SURVEYING
SERVICES
Michael Baker
provides surveying,
mapping, and GIS
services for the full
range of disciplines
within the engineering
profession. Our
approach relies on
top quality technology
both in the field and in
the office as well as skilled individuals with the knowledge to correctly interpret and assemble the data. Behind the activities of our crews in the field is a broad-based team that includes professional land surveyors (PLS), survey analysts, mapping specialists, researchers, coordinated geometry calculation experts, and quality control and
quality assurance (QC/QA) managers. Michael Baker makes effective use of this team approach by assuring that each aspect of our surveys are performed by individuals with the top skill levels in the industry.
This team approach also allows Michael Baker to distribute the work required in a manner that assures timely delivery of the products required. This wide range of surveying
services, along with a survey team that averages more than 15 years of experience, has given Michael Baker the ability to complete even the most challenging survey assignment in a cost-effective and efficient manner.
Michael Baker survey personnel have performed complete
project services, from initial design topography through final construction staking and monumentation on many
municipal infrastructure projects throughout Southern
California. All survey crews work under the direct
supervision of a PLS registered in the state of practice. Each survey crew is equipped with the latest survey equipment including Trimble Total Stations, GNSS receivers, and Wi-Fi enabled field computers. Trimble TSC7 data collectors are wirelessly connected with our office wide area network
computer system ensuring accurate and timely information transfers. This means fast turnarounds for tightly scheduled projects. All survey vehicles are equipped with radios and mobile phones for efficient and effective response time and all field personnel have been trained in safety, cost, and budget controls.
CONSTRUCTION STAKING
Beginning with site control
and topographic mapping,
construction surveying is
simply a part of a complete
land survey project. Michael
Baker has a rich history
of providing extensive
construction surveying
services including: large site
grading, roadways, tilt-up
buildings, vertical steel,
backbone utilities, bridges, structures, railroad, oil and gas, water, waste water, and complete subdivisions. All construction staking calculations are performed in-house and under the direction of Michael Baker registered
surveyors. Utilizing the Trimble TSC7 data collector and a cloud service, field crews receive up-to-date calculations, design files, and control. All files are shared to every device allowing any crew to work at any job and all field files are backed up in real-time.
MONUMENT PRESERVATION
Michael Baker is proficient with the Monument Preservation process. Our field recovery teams are fully trained with data collection, and operating under diverse work environment, where safety is most important. Office staff are well versed with preparing pre-construction, and post-construction
Corner Records for public and private projects. We ensure that all monument preservation and perpetuation work
is completed pursuant to Section 8771 of the California Business and Professions Code.
VERTICAL AND HORIZONTAL CONTROL
Control is the cornerstone of
any land surveying endeavor.
From a simple lot survey to
a massive transportation
corridor, projects demand
different control. Control
networks can vary on many
fronts, including network and
local accuracy requirements,
mapping projections, low
distortion projections, the use
of scale factors, the number of
scale factors, ellipsoid heights
and derived or leveled orthometric heights to name a few.
Ultimately, it is the responsibility of a licensed land surveyor
PAGE 4 ▬ ON-CALL SURVEY SUPPORT SERVICES ▬ CITY OF ANAHEIM
SCOPE OF SERVICES
to consider the scope of work and project requirements to determine the appropriate control required. Project control must be precise, accurate, and consistently used across all involved sub-consultants. The design of the project control network must be thoughtful and consider the history of the area and the control that comes before.
For more than 60 years, Michael Baker has worked
throughout Orange County on surveying projects of varying scope and complexity. To meet control requirements
across a vast array of differing projects our team of
licensed surveyors executes work as follows: research
and understand project control requirements, determine
equipment and procedures needed and execute field and
office work with appropriate QC measures. Additionally, innovation has always been at the heart of who we are,
and we are constantly seeking to use the most advanced
technology and techniques in our work. Michael Baker is a recognized leader in GNSS surveying with specialized
in-house experience, personnel, equipment, and software available including Trimble R10-2 and R12i receivers along with post-processing software Trimble Business Center.
For conventional work all crews have a 3” instrument
or better and for the most demanding vertical projects
Trimble DiNi digital levels are used. Finally, all control data is incorporated into StarNET to perform least-squares
processing on all GNSS, total station, & leveling data.
Through proper technique and proven statistical analysis our team can provide control for any project—the simplest or the most accurate and demanding.

library allowing for increased
efficiency and consistency
in coding. By using the latest Trimble TSC7 data collectors field crews can see color coded linework in real-time
allowing for an additional layer of QC and a decrease in office edits. Workplans are created for each topographic mapping request which highlights the requirements for
detailed notes and field photos to be collected. Michael Baker has the capability to process topographic maps using AutoCAD Civil 3D 2019 or Microstation. All topographic
maps are prepared by or under the direction of Michael
Baker registered PLS.
PHOTOGRAMMETRY SERVICES
AERIAL PHOTOGRAPHY
Michael Baker has team with a highly experienced
subconsultant, Vertical Mapping Resources (VMR) to
support our team with aerial photography services. VMR has completed over 3,300 aerial mapping and imagery projects during the past twenty years and has developed a solid
understanding of the best procedures and methodologies
to deliver aerial photography services that will meet and exceed specifications.
VMR implements QC procedures at every phase of the
mapping process from design through completion. This
ensures that digital mapping and orthophotography
products exceed the standards set by the American Society for Photogrammetry and Remote Sensing (ASPRS), as
well as the Federal Geographic Data Committee’s (FGDC)
National Standards for Spatial Data Accuracy (NSSDA).
VMR will be performing all technical tasks aside from
flight and survey/ground control. The VMR team has

CITY OF ANAHEIM ▬ ON-CALL SURVEY SUPPORT SERVICES ▬ PAGE 5
SCOPE OF SERVICES
Photogrammetry Using Unmanned Aircraft
Systems (UAS), Mapping, and Inspection
Applications
Michael Baker is a leader in
UAS and routinely uses this
technology for mapping and
inspection applications. We
have several sUAS pilots in
our Santa Ana office who
can fly under their Part
107 UAS Pilot’s license.
Michael Baker also has ISO
9001, 2008, certification
for quality management systems and has provided several UAS surveys from within the Santa Ana office and across the country. These “drone” surveys have provided an effective method to quickly and efficiently gather photogrammetric and video data for volume calculations, environmental
studies, pavement analysis, bridge inspections, construction progress, and emergency site investigations.
LIDAR
Michael Baker was
a pioneer and early
adopter of LiDAR and
has developed our
experience to become
the most experienced,
well-respected, proficient,
well-traveled, and active
within the profession. Following the acquisition of mobile LiDAR technology nearly seven years ago, the mobile
LiDAR team has successfully performed over 100 projects throughout 24 different states across the country, including multiple projects for the U.S. Army Corps of Engineers and Caltrans.
To augment traditional surveys, we can quickly evolve them into highly detailed, 3-D surveys as the team identifies increasing uses for terrestrial point-cloud data. We have used stationary LiDAR to map roof tops for the deployment of solar arrays, or to map 3-D scenes converting point clouds to wire frames to 3-D rendered objects. We have used mobile LiDAR to non-invasively map and identify which structures are within a floodplain. Michael Baker was one of the first companies in the nation to develop a mobile LiDAR capability and our unit has since accumulated thousands of miles
mapping roads, bridges, railroads, runways, levees, and beaches.
Michael Baker also specializes in the integration of maps with data visualization. A map can tell a story and often the story is enhanced with integrated charts, graphs, and other data visualization techniques. Some of our work has ended up in the halls of Congress to concisely explain complex spatial data to the lay person.
Michael Baker maintains a full fleet of mobile LiDAR vehicles that are fully equipped to handle any LiDAR needs.

QUALITY CONTROL AND QUALITY ASSURANCE PROGRAM
QUALITY ASSURANCE
Michael Baker has several
QC checklists in place
throughout the company. A
checklist is developed for
each assignment based upon
successful QC procedures
employed on similar projects.
We have developed best
practices that benefit our
team and clients. Michael Baker has instituted an online resource library within the company intranet site that
consists of QC measures, programs, and check lists for
reference.
When an issue arises that provides an opportunity for
improvement or lessons learned, we document that issue
and share it with the team members on that task, as well as other employees that could encounter a similar situation in the future. This process contributes to our comprehensive program of continuous improvement for all staff.
Through the implementation of the above measures,
Michael Baker can assure the City that we use an
established workflow process that will yield high-quality survey data. We have utilized these methods on recent
construction staking and topographic data collection
efforts for the County of Orange, which has been extremely successful. Specific responsibilities for QC procedures for the City contract task order will be documented on a final version of a checklist like the one presented below.
