Huitt-Zollars is a full-service engineering and surveying firm with qualified staff capable of completing the assignments described in the RFQ. Our recent project completions and ongoing projects highlighted in this proposal demonstrate our team’s direct experience and well-planned cost-effective approach with Public Works assignments.
Our Principal-in-Charge, Miguel A. Hernandez, brings a proven record in multi-disciplinary engineering assignments with Public Works entities. He serves other local on-call contracts in Huntington Beach, Anaheim, and Santa Ana. He is familiar with H/H, NPDES, and grading improvement practices. He has worked on numerous rehabilitations, existing streets, and utilities. Miguel understands the importance of proactive communication and quality control in the timely delivery of a project. He will be assisted by other in-house professionals showcased in the team experience section of this proposal.

COTO DE CAZA AND LAS FLORES
Huitt-Zollars provided GIS services for converting hard copy maps of the domestic water, non-domestic water lines and features for the communities of Las Flores and Coto De Caza (approximately 2,500 residential units) for integration into SMWD’s GIS system.
PLANNING AREA 1 AND 2
Huitt-Zollars provided GIS services for building the domestic water, non-domestic water and sewer line and features for Planning Area 1 and 2 (approximately 3,500 residential units) for integration into SMWD’s GIS System. In addition, Huitt- Zollars is creating Grid Maps for Planning Area 1 & 2 for the domestic water, non-domestic water and sewer line and features which label the Pipe Diameter, Pipe Type, Water Zone, Year of Installation, and Flow Direction. These Grid Maps are used as a quick reference out in the field.

PRIVATE WATER SYSTEM
Huitt-Zollars provided Survey services that include for building an existing water system map online utilizing
ArcGIS Online that used hand held devices to collect (Air Vent, Riser, Valve, Trough, Manifold, Hydrant, Lift Pump, Booster Pump, Tank & wells). Each collected feature had associated attributes and a picture attached to it that could be accessed from the internet.

Huitt-Zollars was contracted by the Orange County Transportation Authority (OCTA) to provide surveying services for the Garden Grove Freeway SR22 project from Lewis Street in the City of Orange to Main Street in Santa Ana. The surveying work involved establishing the existing right-of-way lines for both sides of the freeway, including all intersecting streets and the Santa Ana River crossing, which made this a complex project. The surveying team conducted boundary surveys to accurately establish the right-of-way lines and prepared Pre-Construction Corner Records for the centerline monuments.
Additionally, a Pre-Construction Record of Survey was filed to document the monumentation along the existing right-of-way lines prior to the freeway widening. These surveying services were essential in ensuring the accurate establishment of right- of-way lines and monumentation for the project.

The project includes a new urban four-lane arterial street from State Route 7 1 to El Prado Road, widening the existing Pine Avenue to a four-lane arterial street from El Prado Road to Euclid Avenue, and construction of a 500-foot-long bridge structure over Chino Creek. The project also involves widening and improving the existing alignment, installing a 4-barrel reinforced concrete box culvert system, and a golf cart crossing.
The project components include preparation of preliminary and final roadway design plans, storm drain plans, street lighting plans, environmental documentation, traffic study and report, traffic signal plans, utility coordination, power pole relocation, raising of an existing electric tower, right-of-way needs assessment and document preparation, Caltrans coordination, permit processing, engineers estimates, bid administration, and construction administration. pine avenue improvements

ALTON/MAPLE BIKE TRAIL
Huitt-Zollars provided route surveying and topographic
surveying, including cross-sections, and detailed design survey required for engineering design. Huitt-Zollars
also provided construction staking services for grading, retaining walls, paving and pedestrian bridge construction for approximately 4,000 linear feet of new bike trail within existing railroad right-of-way from Flower Street to Orange Street.
CARL THORNTON PARK TOPOGRAPHIC SURVEY
Huitt-Zollars provided topographic surveying and scanning on this project. Work consisted of field mapping the parking lot areas and restroom buildings. Huitt-Zollars also provided a 3D scan of the area and provided a point cloud model
to the City.
MONUMENT PRESERVATION (PICTURED ABOVE)
Huitt-Zollars provided surveying services on the Live
Oak Canyon and Trabuco Canyon Road Monument
Preservation Project. The project consists of locating and tying out existing monuments on approximately 8 miles of roadway. This project has consisted of approximately 300 monuments. As part of the contract Huitt-Zollars has set control, located monuments, set new reference ties for the monuments and prepared preconstruction corner records.
The second phase of this project is to set all monuments that were destroyed during construction, set new reference ties for any destroyed, and to prepare post construction Corner Records.
WARNER AVENUE TOPOGRAPHIC SURVEY
Huitt-Zollars provided topographic survey for approximately one mile of Warner Avenue. The project consisted of
mapping all improvements from right-of-way line to right- of-way line which included all utilities, curb, pavement, sidewalks, fences, driveways and all other improvements.
Huitt-Zollars also provided aerial topography for 200 feet outside of each right-of way line. This aerial topography was merged with the ground survey to provide a final
product.

Huitt-Zollars has been providing on-call surveying services to the City of Santa Ana Civil Department since 20 1 3. Our services include boundary surveys, aerial topography, design level topography for planning and design of construction documents. CONSTRUCTION STAKING/LAYOUT
From street, highway and underground utility construction; to residential subdivisions, large commercial projects, and Planned Communities involving staking of all grading,
utilities, buildings and parking areas, our survey department is well-experienced with projects of all sizes. Huitt-Zollars is currently working on many different construction projects such as Peters Canyon which is one half mile of reconstruction of a drainage channel along with multiple large building tracts staking roadways, rough grading, building pads, wet utilities and final grade staking.
MONUMENT PRESERVATION
Huitt-Zollars routinely prepares Pre- and Post- Construction Corner Records for the perpetuation of both centerline
and other monuments that may be disturbed or destroyed
by improvements (Section 877 1 of the State of California Business and Professions Code (B&P Code). Where
appropriate, we have also prepared Records of Survey
that delineate the establishment and source of either the monuments or ‘the line(s)’ that may not appear on a map of record (Section 8762 of the State of California Business and Professions Code (B&P Code), that need to be perpetuated.
VERTICAL AND HORIZONTAL CONTROL
(CONVENTIONAL AND/OR GPS)
Huitt-Zollars regularly performs large-scale surveys for digital orthophotography and aerial mapping purposes
covering development parcels consisting of thousands of acres to entire cities, utilizing a combination of GPS and conventional survey techniques. Huitt-Zollars has a long history of performing geodetic control surveys for agencies and private development clients. The field crews are
equipped with Trimble S7 and SX 1 0 Total Stations, R1 0 or R8 Dual Frequency GPS Receivers for use in Static or Real Time Kinematic survey methods. Huitt-Zollars has provided miles of digital level loops to add benchmarks to the Cities benchmark lists.
PREPARATION OF MAPS, RECORDS OF SURVEY,
CORNER RECORDS AND OTHER OFFICIAL RECORDS
We have provided boundary surveys on projects ranging
in size from a few acres to several thousand acres. These projects require detailed research into land ownerships (for both the subject property and adjoining properties), preparation of ownership plats, field surveys, boundary analysis, final drafting, and boundary reports if required.
Huitt-Zollars has been preparing Tract Maps, Parcel Maps, Lot Line Adjustments, etc. for over 40 years and have
developed our own in-house procedures and checklists.
We are also very knowledgeable about the Subdivision
Map Act and Land Surveyor’s Act.
LEGAL DESCRIPTIONS AND BOUNDARY CONTROL
Huitt-Zollars has prepared thousands of metes and bounds legal descriptions with graphical exhibits (plats) for easement and rights-of-way dedications, for roadways, utilities, drainage, slope maintenance, and temporary construction easements.
TOPOGRAPHIC MAPPING, INCLUDING
TERRESTRIAL LIDAR
Huitt-Zollars has provided topographic surveys varying
from small very detailed topographic surveys showing
all improvements, utilities and contours with spot grades, to large area Planning Level surveys (hundreds of acres) showing all contours. We have provided aerial topographic surveys with the use of our fixed wing drone on projects ranging from 1 00 acres to 1,500 acres. In some cases
we have combined conventional field topography with
the drone data to produce highly accurate topographic
mapping of large sites and roadway corridors. Huitt-Zollars has performed hundreds of pavement elevation surveys
ranging in size from small alley reconstruction projects to several miles of active public roadway for rehabilitation. The final product also includes a coordinate file containing the ‘long descriptions’ for each survey shot. We usually locate the utilities in the field and incorporate record documents to accurately map the utilities.
Huitt-Zollars is a union company affiliated with Local 1 2 of the International Union of Operating Engineers, ensuring compliance with prevailing wage requirements. AS-BUILT SURVEYS AND SUBSURFACE UTILITY ENGINEERING (EXISTING UTILITY SURVEYS) Although “as-built” (i.e., record) plans are typically prepared after construction based on the contractor’s red lines, Huitt- Zollars has provided topographic surveys of graded and paved improvements to verify conformance with the construction documents and applicable codes and regulations.

Our internal process involves a robust red team review to ensure accuracy and precision.

TOPOGRAPHIC MAPPING
Our survey department will research right-of-way record information, survey visible utility features, and dip manholes within the project area. Huitt-Zollars is leading the industry with drone surveying. The new technology has a perfect platform in aerial photography. The data can produce 3D accuracy that is better than conventional aerial photography. The technology interfaces with GIS and AutoCAD. The combination of low cost and easy assimilation to multiple versions of technologies provides a lot of opportunity for planning and design. Survey information will be used to verify utility locations, inverts, size, and flow direction.

Huitt-Zollars collaborates with subconsultants to fulfill these requirements. Presently, we have general contract agreements established with the following firms:

Digital Mapping Inc. has over 32 years of experience in Aerial Photography and Surveying, Digital Orthophotography, Airborne GPS, Digital Photogrammetric Mapping, Close-Range Photogrammetry, Digital Elevation/Terrain Model, (DEM/ DTM), GIS Image Analysis, GIS Photogrammetry, GPS Support, GIS data conversion, scanning, and related services, all which are preformed in-house.

MichaeI has over 48 years of experience in the land surveying field, with approximately 33 years of experience in the Southern California/Los Angeles area. He began his career with public lands retracement surveys, ALTA design and mapping, subdivision staking, and road improvement projects. He then moved into working in heavy construction, providing surveying services for the construction of 2-750-megawatt coal fire power plants, many high-rise construction projects, several airport projects, medical buildings, LAUSD school construction, and public works projects. He has also provided survey support for the Metro Regional Connector, Blue Line, as well as the Westside Extension, known as the purple line. Highlights of his career include multiple high-rise projects in downtown Los Angeles, LAX terminals 1-6, LAX runway 25L re-construction, Staples Center, Playa Vista, Aquarium of the Pacific, The Carlyle condominium project, and the Pacific Design Center to name just a few. Kremer has extensive working relationships with all the major developers and contractors in Southern California. As the Survey Manager for the Irvine survey department, he is responsible for all aspects of the daily workflow in both the field and office.
