CITY OF ANAHEIM ON-CALL SURVEY &
MAPPING SERVICES
Anaheim, CA | City of Anaheim, Community & Economic Development Fuscoe has provided surveying and mapping services on behalf of the City of Anaheim to support land transactions and title clean-up and disposition and boundary surveys of various city-owned properties designated for affordable housing, parks and economic development opportunities. Many of the property surveys performed required significant effort in reconciling land title issue due to pre-dated subdivision property deeds and state acquisition parcels, requiring extensive research and ground surveys to determine property boundaries. Record of Surveys, as required under the business & professions code, were prepared, and filed with the OC surveyor’s office. Property due diligence surveys were performed in conformance with ALTA/NSPS Land Title Survey (2016-2021) standards. Aerial mapping services were also performed for various development project task orders requiring planning and design level base mapping developed at either 40-scale mapping with 1-foot contours or 20-scale with 0.5-foot contours, including color orthophotography. Horizontal and Vertical control were performed using GNSS surveys best practices and least squares adjustment techniques within expected accuracy qualifications reported under Federal Geographic Data Committee (FGDC-STD-007.2-1998) and topographic testing was performed in conformance ASPRS Positional Accuracy for Digital Geospatial Data (2014). The contract was $100,000+.

17 QA / QC & TECHNICAL APPROACH
Fuscoe’s project team has significant experience in providing Land Surveying and Geospatial Technology Services for our municipal clients. We are confident in the approach and methodologies we have designed to meet the needs of this contract and to ensure quality. Most of our work is performed within Southern California; therefore, our project professionals, survey crews and technicians are extremely familiar with local landscape, standards, and practices to successfully execute this contract.
PROJECT MANAGEMENT
Our firm approaches every project with full circle thinking®. We begin by identifying the client’s needs, budget and schedule, and work in a synergistic fashion to develop efficient and cost-effective solutions. At the project kick-off meeting, our project manager will work closely with the client to ensure the scope, budget, schedule and safety plans are clearly understood by all team members. The project manager will be responsible for leading the project and coordinating tasks with the task manager according to the milestone schedule.
LAND SURVEYING SERVICES
Beginning with a “Notice to Proceed”, our approach to the anticipated survey work is addressed in four basic categories: Control Surveys, Construction Staking, Topographic Surveys and Boundary Surveys. The equipment and procedures for each operation are summarized below.
CONTROL SURVEYS
Large scale control/boundary surveys consist of a Static GPS Network utilizing dual frequency receivers with double occupancy of each control station and post processed utilizing state-of-the-art Trimble Geomatics Office software. Horizontal control performed by Static GPS can also be easily tied to Continuously Operating Reference Stations (CORS) to compute state plane coordinates for each station. Smaller scale horizontal surveys could be performed by conventional traverse methods with Trimble S-6 Robotic Total Stations and include occupation or double observations of each control point.
All conventional survey traverse adjustments are performed utilizing Starnet Software. Vertical survey control is performed utilizing Trimble Electronic Digital Levels or Static GPS when sufficient vertical control coverage is available. Horizontal and vertical control will conform to appropriate accuracy classifications as set forth by GNSS Surveying Standards and Specifications 1.1 published by CLSA & CSRC.
CONSTRUCTION STAKING
All field crews are led by a Party Chief with 15-30 years of experience.
Construction staking for improvements are performed by conventional survey methods utilizing Trimble S-6 Robotic Total Stations and TDS Survey Pro Software. Pre-calculated improvement control or alignments are provided by office staff to facilitate efficient field production. Plots of improvement control points, as-built locations of all staked out points and cut sheets are provided City of Anaheim On-Call Survey Support Services
18 to job superintendent and originals are maintained by the Party Chief in the project field files. A Trimble Dini Digital Level will also be used where vertical grade accuracy is dictated by project specifications.
TOPOGRAPHIC SURVEYS
Topographic Surveys can be performed by either aerial
photogrammetry, conventional field survey or a combination of both methods. The best product and cost efficiency comes from a combination of both, whereby the aerial topography provides an effective base map and conventional survey topo can be focused on specific areas of concern, such as join points and utility features requiring higher level accuracy. Our survey crews use a feature data library to speed up the data collection process for conventional topographic surveying. The data library provides automated processing in the office to format and draw point symbology, feature lines, surface generation for a quick field to finish deliverable hardcopy and CAD file.
BOUNDARY SURVEYS
Conducting complete records research is always the first step in preparing for any boundary surveying task or monument preservation assignment. Project control, notes, maps, and relevant project information are organized in a digital format for easy reference by office and field staff. A detailed workplan is developed by the licensed land surveyor in responsible charge and reviewed directly with field survey. All boundary analysis, field procedures and map production is under the responsible charge of a California licensed land surveyor.
SURVEYING QA / QC
The quality of Fuscoe’s survey deliverables is not just a final review performed at the end of the project delivery cycle. We implement a program of quality assurance checks woven throughout the project cycle.
One example of our quality assurance process for a construction staking task is as follows:
› Upon receipt of survey assignment (task order), Fuscoe’s in-house staff verifies work with client/contractor.
› Fuscoe’s in-house staff confirms that we have latest plan sets and CADD drawings available and performs preliminary survey calculations. › Fuscoe’s survey party chief confirms survey request at the job site with superintendent/contractor.
› Final calculations and grades are verified in the field by Fuscoe’s experienced survey crew.
› Prior to staking, project control is verified; backsights and foresights are checked pre and post staking. Vertical grade cut-sheet reports are independently checked and provided to superintendent / contractor.
Instruments and rod heights are calibrated regularly.
GEOSPATIAL TECHNOLOGY SERVICES
Geospatial Technology services at Fuscoe are managed by an ASPRS Certified Photogrammetrist and GISP. Building off Fuscoe’s longstanding GIS services, we have created a forward-thinking Geospatial umbrella covering a range of services. Our goal is quality and accuracy as we model the world around us.
Utilizing sound photogrammetric and survey practice, we take that knowledge into point clouds, 3D modeling and cutting edge/emerging technology.
We provide both traditional and reality capture photogrammetry at Fuscoe. From operator traced topographic mapping to AI generated point clouds, we have both the trained staff and technical resources for any type of 3-dimensional mapping project. Fuscoe also provides all types of LiDAR collection, highly accurate point clouds can be collected from the ground, a small Unmanned Aerial System, or a fixed-wing airplane platform. Our point cloud extraction experts can mine any requested feature or asset manually, or with the assistance of some of our semi-, or fully automated software tools. Fuscoe is consistently maturing our in-house AI, currently training it for extraction from both point clouds and georeferenced imagery. Fuscoe has also recently expanded our in-house services to include textured mesh and digital twin technology to better support our modeling and Enterprise Asset Management (EAM) projects.
AERIAL COLLECTION
Our team has available multiple proven commercial sensors to satisfy any aerial image or LiDAR collection needs. While planning and completing airborne operations we consider seasonal and daily weather patterns, terrain, and controlled airspace factors. We have experience operating in numerous challenging environments and know how to work effectively with air traffic control to gain access to restricted or high-density airspace.
Aerotriangulation
Softcopy Aerotriangulation will be performed utilizing Hexagon’s ImageStation Automatic Triangulation (ISAT) software package. The resulting model setups work directly within Microstation to set and orient the stereomodels.
Every project will have the aerotriangulation process performed, analyzed and stamped by licensed Photogrammetrist. During the aerotriangulation process, the ground control and the Airborne GPS/IMU exterior orientation information is loaded to set the coordinate system for the digital imagery.
The photogrammetrist then measures all pass points and tie points, then the targeted control. The relative orientation is computed and will show all residuals City of Anaheim On-Call Survey Support Services
19 on the points measured. The final output (absolute orientation) from the bundle adjustment will supply all the parameters that are needed to set up the softcopy stereo equipment for the ensuing topographic mapping.
Map Compilation
Stereo digitizing will be performed within Microstation utilizing digital photogrammetric workstations. These workstations utilize Hexagon mapping software, which provides a superior, easy to use, map feature digitizing system for use with stereo scanned imagery. These workstations allow for efficient, accurate data collection while allowing for the ability to easily customize the data to match the City of Anaheim’s requirements (layering, symbology, etc.).
A digital terrain model (DTM) is the basis for all contouring, orthophotography, TIN calculations and other surface modeling.
The DTMs collected will be comprised of mass points and breaklines; which delineate various terrain defining features, such as ravines, ridges, tops and toes of slopes, as well as mass elevation grid points used in flatter areas. This ensures a full DTM on every project to provide the most accurate surface model possible in order to meet or exceed ASPRS Class 1 accuracies.
Digital Orthophotography
Orthophotography will be performed with a combination of Bentley GeoMedia and Hexagon OrthoPro (ISOP). During the orthorectification process, control from the aerotriangulation and ground survey is used to tie the digital images to actual ground coordinates. The photogrammetric DTM will be then utilized to adjust each image pixel into its correct position. In addition, appropriate DTM ‘patches’ for motor vehicle bridges and overpasses are collected which are basically small models, or mini-DTMs, of selected overpasses. These patches are then utilized in the ortho-processing to correctly align the bridges.
PHOTOGRAMMETRY QA/QC
Specific Fuscoe Photogrammetric Quality Control Highlights:
› Our entire production resides on the same software platform. On City of Anaheim projects there will be zero translation or data remapping until the final Civil3D deliverables.
› On larger projects and all Airborne GPS projects, we place targeted check panels throughout the project for accuracy verification. This provides us with a true RMS calculation.
› In addition, on Airborne GPS projects, Fuscoe provides our own base station for post processing.
› During our AT process, we verify positional accuracy of the AT solution BEFORE it goes into mapping, NOT after the mapping is completed.
Basically, by doing our checks this way, the project is verified to the ground control in a 3-D environment. Each control point is compared to the imagery and measured.
› All of our mapping is done with the vector data displayed stereoscopically and using softcopy technology.
› Our surface modeling (TIN, Contouring, volume calcs, etc.) is performed in InRoads/OpenRoads (a Bentley software) that runs as a module in Microstation. This means we can triangulate and model at any point during mapping; single models, single strips, or the entire project. If there are any errors, they are found and checked before delivery. › Map Accuracy Standards typically refer to National Map Accuracy Standards (NMAS), or the recently merged, and more stringent, ASPRS/ FGDC’s NSSDA (National Standards for Spatial Data Accuracy). › InRoads/OpenRoads auto generates a delta (difference) value for a vertical comparison at the same horizontal (X,Y) location. RMS values can be calculated from the field verification points and can be delivered to the client to ensure it meets standards.
DELIVERABLES
Fuscoe and our project team take no exceptions to the deliverables listed in the RFQ and can meet the full request.
