ON-CALL SURVEY SUPPORT SERVICES
SCOPE OF WORK
As a full-service land surveying, mapping, and geospatial firm, Guida provides a wide variety of professional land surveying services. We understand the City may require professional land surveying and aerial m apping services including but not limited to:
PROFESSIONAL LAND SURVEYING SERVICES AERIAL MAPPING SERVICES • Construction Staking/Layout • Topographic Mapping • Aerial Topographic Mapping • Monument Preservation • Terrestrial LiDAR • Photogrammetry Imagery • Horizontal and Vertical Control • As-Built Surveys • Airborne LiDAR • Preparation of Maps and Official Records • Subsurface Utility Engineering (SUE) • Legal Descriptions and Boundary Control • Technical Reviews
The following discusses our understanding and approach to performing each of the surveying tasks that may be requested by the City on an as-needed, on-call, or short notice basis.
PROFESSIONAL LAND SURVEYING SERVICES
CONSTRUCTION SURVEYS | Construction surveys include constructability reviews, computations, layout or staking, and quality assurance. Guida brings experience in all categories from local street and utility improvement projects to large roadway and rail improvement projects to development projects and other improvement projects.
At the onset of any construction staking project, Guida will begin by verifying horizontal and vertical project controls, review the plan set and specifications and any revisions, and identify any additional information that may be necessary to complete the construction staking activities. Upon receipt of a written staking request detailing the work to be performed and the date it will be completed, Guida will perform any necessary computations, submit requests for information (RFI), if necessary, perform checks on controls, conforms and computations, and then set the stakes as required. Guida will be able to mobilize a field crew within 24-48 hours upon receipt of a written survey request. If an emergency arises, and a crew is required on the same day or on a shorter timeline, Guida will be able to respond and has a history of providing resources to our clients as timely as possible.
MONUMENT PRESERVATION/PERPETUATION | Preserving survey monuments is one of the most important activities we perform as land surveyors. Guida is a champion of monument preservation and perpetuation and continually advises our clients of the importance of complying with Section 8771 of the California Business and Professions Code. Currently, we are supporting several on-call surveying services contracts for local municipalities including the Cities of Irvine and Newport Beach. Guida is supporting these agencies by resear ching and recovering existing monuments, preparing pre- construction corner records, and filing them with the County. Upon completion of construction, Guida will return to the project area, review the monuments preserved, replace those that were damaged or destroyed and file a post-construction corner record with the County.

ON-CALL SURVEY SUPPORT SERVICES
HORIZONTAL AND VERTICAL CONTROL | Horizontal and vertical control is the foundation of every survey project.
Understanding project datums, known controls, accuracy requirements, and acceptable methods to achieve expectations are all critical in planning, establishing, and producing accurate control. To achieve this, each crew is equipped with Trimble GNSS receivers with both real-time kinematic and real -time network capabilities, Trimble S7 total stations, digital levels, data collectors and all the appropriate fixed height tripods, bipods, and tools necessary. Prior to sending the crew out to the field, Tim will review the project requirements with the City and the project team to develop a control plan that will meet the project requirements for datums, epochs, and accuracies. Our team understands that the City’s preferred control will be based upon the North American Datum of 1983 and either the City or Orange County Surveyor’s published North American Vertical Datum of 1988 benchmarks. The survey crew will be provided with a field package which will include the appropriate information for known controls, field notes will be maintained throughout the survey, and redundancy of measurements made to confirm accuracies are being met. All control data will be reviewed and adjusted in the office and the resultant control values issued for all subsequent work on the project.
GPS/GNSS SURVEYS | GPS/GNSS surveys are regularly used by Guida to establish controls, collect topographic survey information, and to stakeout construction elements. Understanding when GPS/GNSS is appropriate, and utilizing the correct method (static, fast static, RTK or RTN), is important for every project. Guida understands the limitations of each method, whether static GPS, RT K or RTN, looks at the project to consider things like control point placement, ease of recovery, safety, access, and intervisibility for conventional traverses, and prepares a work plan addressing these items.
When a new project is received, and the project requirements are identified and confirmed with the City, a work plan will be created identifying the appropriate methods to achieve acceptable results. The type of GNSS survey will be dependent on the required accuracies as well as the project goals. If high order horizontal and vertical control is required, static GPS methods would be utilized. The control network would be designed to ensure sufficient independent baselines, sufficient observation times, and redundant measurements obtained to produce a proper least squares adjustment solution. If ground shots are required for a dirt reservoir or earthwork quantities, then RTK may be the most practical method to acquire the necessary data to build the ground digital terrain models.
BOUNDARY SURVEYING AND MAPPING | Boundary surveys are the core of what we do as land surveyors. This includes those items that support the survey activities in completing a boundary survey, whether for a parcel of land, pipeline, aqueduct, reservoir, roadway, railroad, agri cultural field, etc. Boundary surveys do not discriminate in how they can be utilized. By following in the footsteps of our predecessors, we can identify rights of way, centerlines, property lines, easements, and the intent of the prior surveys.
Boundary surveys include many steps in identifying rights of way, centerlines, property boundaries, easements, etc. These steps include proper cadastral research, monument recovery, analysis, mapping, setting of monuments, and preparing a record of survey to document the findings and decisions made during the survey.
Cadastral and Title Research: Research is the key to any boundary survey. Having all available information, whether it be recorded maps, deeds, or prior field notes, allows the survey team to understand how the property has been defined, what monuments may be available for retracement, and where to focus field efforts prior to sending crews out to the project site.
Boundary Analysis/Determination: Boundary surveys begin with extensive cadastral research to identify prior surveys and boundary monuments. Once the research is completed, the maps and documents will be reviewed and organized.
Preliminary calculations will be performed to prepare a field package that provides field crews with an ap proximate coordinate of monuments to be searched and/or found that will be utilized in the analysis and determination of boundaries

ON-CALL SURVEY SUPPORT SERVICES
and rights of way. Field data will be reviewed daily so that adjustments to search coordinates and monuments to be recovered can be made, as needed. Conventional and GNSS survey methods will be utilized to obtain locations of each monument found.
Determining which method to use is based upon the terrain, project location, access to the monument, satellite horizon at the monume nt’s location, etc. Field surveys will include the collection of monument recovery field notes and photos.
A California Professional Land Surveyor (PLS) will review the field, cadastral, and title research data and establish/determine the boundaries with in the project limits. An independent PLS review of the boundary establishment will be performed for each boundary established. The boundary surveys will be delineated on a land net map which will be signed and sealed. Each boundary survey will be performed in accordance with the California Professional Land Surveyors’ Act, Subdivision Map Act, American Land Title Association, and other professional standards.
PREPARATION OF MAPS, RECORDS OF SURVEY, CORNER RECORDS, AND OTHER OFFICIAL RECORDS | Records of Survey:
Records of survey provide a detailed story of the boundary surveys performed. When requested and/or required by California State Law, a record of survey will be prepared to document monuments found or set, boundary establishment and resolution, encroachments, new right of way limits, etc. Any record of survey will be prepared by or under the direction of a California PLS to meet the applicable City and County standards and requirements. Our team brings an extensive amount of experience preparing proper records of survey throughout California and understands the requirements of many of the counties throughout the state to meet our clients’ needs and satisfy local requirements.
Preparation and Review of Parcel Maps: Our team is well-versed in the Subdivision Map Act and its processes and knows how to prepare maps and documents such as Parcel Maps and Lot Line Adjustments. In addition, the Guida team is experienced in coordinating with City and County agencies and reviewing the work of other surveyors. This experience includes final maps, parcel maps, lot line adjustments, legal descriptions and plats, and other survey reports and documents that are required for a specific project.
ALTA Surveys: ALTA Surveys are an excellent means to convey boundary, easement, encumbrance, and encroachment information over a property in a concise and easy to read manner. The ALTA/NSPS requirement includes items such as property boundary and monumentation, zoning, setbacks, underground utilities, easements, encumbrances, and topographic data. Guida understands the ALTA/NSPS requirements and has the experience of recommending and preparing an ALTA survey for all types of clients, both public and private.
PREPARATION OF LEGAL DESCRIPTIONS | Guida has prepared thousands of legal descriptions for public and private clients throughout California. Each of these legal descriptions and plats are prepared according to all local and state standards.
Legal descriptions are typically accompanied by a plat, unless otherwise requested, which is incorporated by reference in the document to help prevent any misinterpretation. Each legal description and plat prepared will be under the direct supervision of a PLS. Each document prepared will be independently reviewed by our boundary quality control lead and our project manager before delivery to the City.
TOPOGRAPHIC MAPPING, INCLUDING TERRESTRIAL LIDAR | Topographic surveys are performed for a variety of project types from planning and engineering design, to identifying encroachments and as -built surveys. Guida performs topographic surveys for both public and private clients, supporting the design and cons truction of their improvement Guida has supported similar agencies in Southern California with boundary and easement mapping and ultimately legal descriptions and plats for easement acquisition related to various pipeline, roadway, and other utility improvements.

projects daily. Field crews are equipped with robotic Trimble S7 total stations along with Trimble GNSS receivers. This provides flexibility in how we approach each topographic survey project and determines the appropriate method to achieve project requirements.
Prior to beginning any topographic survey, Tim will meet with the City to discuss the project needs, topographic survey limits, how the data will be utilized, the level of detail required, and the format of the final deliverables. Understanding what needs to be surveyed is just as important as performing the survey. With any topographic survey, too little and too much data can be collected, so it is important to communicate at the onset of the project and understand what is expected by the City. All topographic survey deliverables will be delivered in AutoCAD Civil3D in accordance with City standards.
Guida can also provide deliverables in other CAD platforms such as AutoCAD Civil3D.
Terrestrial and Mobile LiDAR : Topographic data can also be developed by terrestrial and mobile LiDAR methods. Guida brings more than 10 years of terrestrial and mobile LiDAR experience to the City. Guida employs two Trimble SX-10 scanning total stations and our new Mobile LiDAR System. Guida has performed static LiDAR surveys for street improvements, ADA improvements, wastewater tunnels, pipelines, roads and railroads, commercial building sites, and monitoring projects, utilizing our LiDAR sensors as another tool in our toolbox, capturing 3D data where traditional topographic surveys may not be safe, or may be more time consuming to capture the level of detail required.
AS-BUILT SURVEYS | As-built surveys paint the picture of a project at a moment in time. Typically, as -built surveys are performed at the completion of construction to document the newly built improvements. However, as -built surveys can also be performed at the beginning of a project to aid in the planning of those same improvements. Whether pre- or post- construction, Guida approaches an as -built survey in a similar manner to a topographic survey. The project begins with a conversation with the client regarding project purpose, specific needs and requirements and delivery format.
As-built surveys can be performed by aerial, LiDAR, or ground survey methods, depending on the purpose of the as -built survey. For example, at the close of construction, as-built drawings may be required. Collecting specific detailed information may be all that is required to properly update the construction plan set with the as -built information. Another example may include aerial mapping of a completed roadway improvement project, to better document the additional road facilities, striping, and other constructed elements. Guida integrates our UAS as a method of capturing a picture in time of what a site looks like. UAS has been helpful in documenting the progress of construction, existing conditions for planning purposes, and digital orthophotos of the finished product.
SUBSURFACE UTILITY ENGINEERING | Our team brings the experience in preparing utility base mapping, utilizing plan utility information, surface visible indications based on field surveys, locating methods including ground penetrating radar, video inspection (CCTV), electronic detection and utility potholing. Our subconsultant, AirX Utility Surveyors (AirX), will support the team providing subsurface utility engineering (SUE) levels A, B, C and D.
Utility Research (SUE Level D): The first step in a detailed utility survey is to identify what is of record. USA Dig Alert is a great resource for identifying known utility providers within the project area. Once these providers are identified, each of them will be contacted and all available plan information will be requested. Typically, obtaining the listing of known utility providers and making the initial contact is performed within 2-3 days of notice to proceed. Typical response time from the Guida’s LiDAR experience will enable our team to incorporate LiDAR methods with ground based topographic survey data as appropriate for the project, providing the City with 3D survey deliverables and models in accordance with City specifications and project requirements.
7 CITY OF ANAHEIM | DEPARTMENT OF PUBLIC WORKS
ON-CALL SURVEY SUPPORT SERVICES
utility providers is anywhere from 1 week to 6 weeks depending on the size of the project and the utility provider.
Throughout the research process, a communication log is developed and maintained which will log all communications between each utility provider and Guida so any delays in receiving the information is known and communicated regularly with the City. In addition to the Dig Alert listing, utility research information will also be obtained from cities, counties and other agencies affected by the project. Maps and documents including street improvement plans, sewer and storm drain maps, online G IS resources, and subdivision maps can all be useful in identifying the location of potential underground facilities.
Utility Locating (SUE Level C and B): Utilities can be located by several methods. Field surveys will be performed to locate surface visible evidence of underground facilities. This will include poles, vaults, meter boxes, cabinets, risers, vents, valves, manholes, catch basins, drain inlets, grates, paint marks, etc. Sewer and storm drain features will be dipped and a sketch of the pipe size, material type and direction (if identifiable) along with the invert measurement will be prepared.
Other methods of locating include electronic detection, ground penetrating radar, CCTV etc. AirX will work alongside the Guida field surveyors to assis t in identifying as much evidence, both surface visible and underground, using electronic detection and ground penetrating radar tools. As AirX traces out the underground utilities, they will leave paint marks behind identifying the type of utility and size, where identifiable. Guida will then locate these paint marks and include them in the final utility mapping.
Utility Mapping: Once all the of the utility plan and utility locating information is obtained, utility base maps can be prepared delineating th e surface visible evidence relative to the plan information. In addition, this base mapping can identify record depths of pipes, inverts of sewer and storm drain facilities, and contact information for the affected utilit y providers. The utility base map i nformation can be combined with the base mapping and topographic data collected for the project to create a complete picture of the project area.
Underground Digging, Potholing, Excavation: When pothole investigation is requested (SUE Level A), Guida and AirX will develop a pothole plan based on the utility mapping already completed and that meets the requirements of the project.
Potholing includes excavation, visual observation, setting witness point, backfill, patching and documentation of depths and location of the utility on a record data sheet. AirX will pothole to the top of pipes, and to the top and bottom of encasements, however the bottom depths of pipes will need to be calculated. Before beginning any potholing, AirX will pre-mark the pothole loc ations and notify Underground Service Alert (USA). AirX will then pothole the facilities in accordance with USA Markout. If the requested utilities are not found or if the USA Mark-out is incomplete and cannot be verified by AirX, the City will be notified to discuss options and next steps. Once the pothole investigation is complete, Guida will field survey each location so that these positions may be added to the utility mapping and any adjustments in the plan data can be made.
Most potholing will require some form of permit and/or traffic control. The Guida team will be responsible for obtaining the necessary permits and prepare the required traffic control plans for each pothole assignment. Traffic control will be performed in accordance with the local agency’s requirements. Temporary patching, permanent patching, and concrete repair will be performed to the City’s minimum requirements.
TECHNICAL REVIEW OF MAPPING | Professional Review of Land Surveying Work by Others Including Maps, Exhibits, and Legal Descriptions and Final Review Reports: Guida fully understands the complexities and nature of providing professional plan review services on behalf of our clients, whether cities, counties, or state agencies. Guida has successfully provide d professional plan review and map checking services to various municipal clients, such as the Cities of Irvine, Newport Beach, Pasadena, Dublin, Pleasanton, County of Orange, Southern California Edison, to name a few. Our team is well-versed in the California Professional Land Surveyors Act and Subdivision Map Act, as well as other state requirements such as Caltrans Surveys Manual, Caltrans Right of Way Manual, as well as local city and county requirements. appraisal maps, legal descriptions and plats for dozens of city and county agencies within California. This will enable our team to properly review the work of other surveyors and provide technical comments in accordance with the appropriate requirements, as well as presentation comments to ensure the document is easily read and followed.
A detailed letter, signed and sealed by a California Professional Land Surveyor, will be prepared detailing those elements, along with redline prints focusing on the requested corrections and/or revisions. Guida will ensure that the review is complete based on the information provided. If too much supporting information is missing, we will notify the City and will wait to perform any reviews until the plan review package is substantially complete. This will enable our reviewer to provide a thorough review, minimizing future reviews of the same review package.
AERIAL MAPPING SERVICES
AERIAL PHOTOGRAMMETRY | Guida has invited Digital Mapping Inc. (DMI) to join our team to provide aerial flight services, aerial imagery, aerial photogrammetric mapping, and airborne LiDAR. DMI is a full service aerial photogrammetric firm and has provided Guida and local Southern California agencies with aerial photogrammetric services for over 30 years. DMI owns and operates two aircraft, two digital mapping cameras, and an Optech airborne LiDAR sensor.
For each project, Guida will work and coordinate with DMI on the work plan to complete the mapping in accordance with project requirements. Guida will establish the necessary ground control stations and DMI will prepare the flight plan, coordinate the flight with appropriate airport and air traffic control personnel, conduct the photo mission, perform the aerial triangulation, mapping, digital orthophoto production, and submit final deliverables to Guida for review and approval. Guida will perform verification of the aerial mapping products through field checks and office survey reviews.
AIRBORNE LIDAR | Light Detection and Ranging (LiDAR) has become a preferred method in obtaining airborne data. DMI will provide airborne LiDAR data capture with their Optech LiDAR sensor equipped with airborne GPS and inertial measurement unit (IMU).
DMI can perform a flight mission utilizing both their LiDAR sensor and digital mapping camera at the same time, thus providing efficiency and cost savings to the City. When a project is requested that requires aerial services or may include a large area suitable for aerial methods, Guida will consult with DMI, prepare a project approach, and then discuss the approach with the City. During this discussion, project requirements such as accuracies, data usage and final deliverables will be identified and confirmed.
Unmanned Aerial Systems (UAS) Photogrammetry, Imagery and Video and LiDAR: Guida provides UAS imagery and digital video with our in- house DJI Phantom 4 Pro RTK UAS. Whether these systems are utilized for environmental purposes, municipalities, or private developers, Guida has integrated UAS as a method of capturing video and imagery in time. UAS have been helpful in documenting the existing conditions of properties and has also utilized UAS technology to capture imagery for proje ct planning and conceptual design purposes, as well as progress imagery and document as -built conditions, to support topographic mapping and digital terrain modeling. Guida has just recently expanded our UAS technology with a heavy lift Inspire Flight drone that enables our team to carry both imagery, video, and LiDAR and capture larger scale projects.

The topographic data collected by Guida was downloaded, processed, and tied to the horizontal and vertical control established for this project. The topographic data was then plotted in CAD and incorporated with the aerial mapping and a digital terrain model (DTM) created for the existing ground surface.
In addition, cadastral research was performed for the project area with the County of Orange and the City of Santa Ana for existing centerline files and/or available cadastral records in support of the record centerline of McFadden Avenue and the intersecting streets affected by the project. Guida successfully assisted the City in improving connectivity to locally owned businesses, schools, and Jerome Park and created a safe and healthy way for all pedestrians and bicyclists to access this area.

Orange County Transportation Authority (OCTA), SR-91 Segment 3, La Palma to State College
Location: Anaheim, CA | Project Dates: 12/2020 – Ongoing
This OCTA project is Segment 3 of the overall SR -91 Improvement project throughout the City of Anaheim. It will provide improvements along SR-91, primarily in the westbound direction, from La Palma Avenue to west of State College Boulevard. Segment 3 will add a fourth general purpose lane along westbound SR-91 from the northbound SR-57 to westbound SR-91 connector, extend the southbound SR -57 to westbound SR -91 connector auxiliary lane through the State College Boulevard interchange, tying in to the existing westbound SR-91 auxiliary lane west of State College Boulevard that ends at the Raymond Boulevard/East Street off-ramp, and reconfigure the westbound SR-91 to northbound/southbound SR-57 connector to provide dedicated exits to northbound SR-57 and southbound SR-57. The project will also replace the La Palma Avenue bridge (Bridge No. 55-0418).
Guida is providing design surveys and right of way engineering to support the PS&E phase of this project. These services include establishing horizontal and vertical controls that conform to existing project controls from the PA/ED teams; performing mobile LiDAR surveys to capture the pavement elevations, roadways, bridge structures, as well as supplemental topographic design surveys to capture in fill areas, utilities, and other features not visible to the LiDAR. In addition, Guida is providing full right of way engineering services to support the acquisition of partial fee takes and temporary construction easements. The right of way engineering will be performed in cooperation with Caltrans District 12 and a final record of survey will be prepared and filed with the County of Orange Surveyor’s Office.
Due to the heavily trafficked SR -91, mobile LiDAR was utilized to capture those portions of the SR-91, SR -57, connector ramps, and La Palma Avenue that fall within the project limits. This allowed for limited personnel on the freeway and within the heavily traffic areas, maintaining a safer work environment for the survey staff as well as the motoring public.
Guida is providing survey services for Segment 2 of this overall project which allowed for a seamless transfer between project segments, both from a ground survey and coordinate with Caltrans District 12 perspective.
