RECOMMENDATION:
That the City Council, by Ordinance, amend Sections 4.73.010, 4.73.080, 4.73.100,
4.73.160, and 4.73.190 of Chapter 4.73 of Title 4 of the Anaheim Municipal Code relating to nonexclusive taxicab franchises.
DISCUSSION:
On September 26, 2023, following a public hearing, the City Council introduced an ordinance amending Chapter 4.73 of the Anaheim Municipal Code to eliminate references to the Orange County Taxi Administrative Authority (OCTAP) and establish the Code Enforcement Manager’s authority to adopt Taxi Regulations. A more detailed description of the ordinance is provided in the attached September 26, 2023 City Council staff report (Attachment 2). If adopted, the ordinance will become effective in 30 days.
IMPACT ON BUDGET:
Costs associated with administering the ordinance will be covered by taxi franchise and operator fees.
