CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: OCTOBER 17, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE COMMUNITY PARTNER PLAYGROUND CONTRACT
WITH KABOOM! FOR PETER MARSHALL PARK
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
1. That the City Council, by Resolution, authorize the Community Services Director, or designee, to accept all grants from KABOOM! for the installation and maintenance of new playground equipment at Peter Marshall Park.
2. That the City Council, by Motion, approve and authorize the Community Services Director, or designee, on behalf of the City, to execute the Community Partner Agreement with KABOOM! and act as the agent of the city on all matters concerning the grant programs and accept future stipends and funds received from KABOOM! for maintenance of the playground equipment at Peter Marshall Park.
DISCUSSION:
The City has again been selected to receive a grant from KABOOM! for the installation of new playground equipment at Peter Marshall Park. KABOOM!, a nonprofit organization whose mission is to create play spaces through the participation and leadership of communities, recently kicked-off their “25-in-5 initiative” to end play space inequity.
Anaheim is one of 25 partners selected to participate in building as many playgrounds as possible with KABOOM! and partners within a five-year period. The two playgrounds at Peter Marshall Park will be the first to kick-off this initiative’s partnership. The playground installation at Peter Marshall Park will be the city’s 16th KABOOM! project (attachment 3).
The City will also collaborate with the Boys and Girls Club who has an after-school program at the adjacent Dr. Peter Marshall Elementary School.
Peter Marshall Park is a 4.24 -acre park located at 801 N. Magnolia Avenue with play areas that are approximately 22 years old and are in much need of replacement. Anaheim Ducks, the funding partner, will pay a portion of the cost of materials for the two playgrounds. The City will be responsible for aspects of the project, as specified in the Partner Agreement (attachment 2), which includes a contribution of up to $150,000 towards the cost of the build. A Design Day was held at the park on September 28, 2023, with over 100 children and adults from the community providing input on the type of play equipment they would like to see in the playground. The Build Day is scheduled for Saturday, December 9, 2023.
Approve a Community Partner Playground Contract with KABOOM! for Peter Marshall Park October 17, 2023
Staff recommends approval of the Resolution to enter into a Partner Agreement with KABOOM! for the installation of playground equipment at Peter Marshall Park.
Additionally, staff is requesting that the Community Services Director be authorized to accept future stipends received by KABOOM! for ongoing maintenance, such as installation of engineered wood fiber.
IMPACT ON THE BUDGET:
Sufficient funds for Peter Marshall Park are available in the Community Services Department’s Fiscal Year 2023/2024 capital budget for any development costs above the funding contribution.
Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
