RECOMMENDATION:
That the City Council, by Resolution, adopt a Memorandum of Understanding (MOU) establishing the terms and conditions of employment for classifications represented by the International Brotherhood of Electrical Workers, Local 47 Anaheim Part-Time Customer Service Employees Unit (IBEW Part-Time), effective, January 1, 2023 through December 31, 2025.
DISCUSSION:
The IBEW Part-Time Unit, represents approximately 20 part-time employees serving in the Anaheim Public Utilities Department. Classifications within the unit include part- time public utility customer services staff members as well as Part-Time Meter Readers and Part-Time Utilities Service Representatives.
The City and IBEW reached tentative agreement on September 19, 2023. IBEW Part- Time membership ratified the tentative agreement on September 22, 2023. Substantive provisions in the proposed MOU include terms that are equivalent to the applicable changes in the recently adopted Memorandum of Understanding with the IBEW General Unit. These include:
Three year term ending December 31, 2025
Across-the-board increases of four percent (4.0%) effective the pay period beginning January 6, 2023, four percent (4.0%) effective December 22, 2023, and four and one half percent (4.5%) effective December 20, 2024 Market increases of four and one half percent (4.5%) effective September 1, 2023 for all unit classifications
Extension of pay range by addition of one step for Part-Time Customer Service series classifications
Adoption of Memorandum of Understanding between the City of Anaheim and IBEW Local 47 - Anaheim Part-Time Customer Service Employees Unit

One-time lump sums of either $1,875 or $2,250 depending on classification Implementation of a $200 annual boot allowance for eligible employees (new for this unit)
Increases in Bilingual Pay per pay period to $90 for speaking only and $110 for speaking, reading or writing (up from $70 and $90 respectively) Updates to rules for
o Bereavement leave
o Standby Pay – allowing Standby assignments in limited circumstances for Part-Time Utilities Services Representatives
Establishment of a working group to discuss unpaid time off.
Additional changes reflected in the attached track changes copy of the MOU reflect updates to language, clarification of provisions, and deletions of outdated provisions.
IMPACT ON BUDGET:
The classifications within this unit are funded by the Public Utilities Department enterprise fund. The Fiscal Year 2023/24 cost is $265,635. Total projected cost over the term of the agreement is $605,714. No budget adjustments are sought at this time, as the Public Utilities Department has sufficient budget appropriations to offset the costs associated with this MOU.
