RECOMMENDATION:
That the City Council, by Motion, approve the Cooperative Agreement No.
C-3-2751 (Agreement) with the Orange County Transportation Authority (OCTA) for the State Route 91 (SR-91) Improvement Project (Project) from State Route 57 (SR-57) to State Route 55 (SR-55) for the City to provide staff resources for coordination and support to complete the final design and construction phase through December 31, 2032; authorize the Director of Public Works to execute the Agreement; and increase the Department of Public Works revenue and expenditure budget by $245,000 in the appropriate fiscal year.
DISCUSSION:
OCTA, in partnership with Caltrans, is improving SR-91 from SR-57 to SR-55. OCTA and Caltrans are working with the neighboring cities of Anaheim, Orange, Placentia, and Fullerton. The Project, which is in the design phase, will improve mobility throughout the corridor, reduce weaving and merging between ramps, and improve on- and off- ramps, sidewalks and bike lanes at various crossings. The Project is segmented into three distinct phases that are being designed, bid, and constructed separately as described below.
SEGMENT 1, LAKEVIEW AVENUE TO SR-55 SEGMENT IMPROVEMENTS Reconstruct Lakeview Avenue overcrossing to include standard lanes, shoulders and sidewalks in each direction
Realign westbound SR-91 on-ramp at Lakeview interchange Add new on-ramp from Lakeview connecting directly to SR-55 Separate westbound SR-91 and southbound SR-55 traffic Anticipated Construction Schedule: Early 2024 to 2027 SEGMENT 2, SR-55 TO SR-57 SEGMENT IMPROVEMENTS
Add new eastbound general purpose lane
Reconstruct Kramer Boulevard and Tustin Avenue overcrossings to include standard lanes, shoulders and sidewalks in each direction Cooperative Agreement with Orange County Transportation Authority for the SR-91 Improvement Project October 17, 2023
Anticipated Construction Schedule: Mid-2025 to Late 2028 SEGMENT 3, SR-57 TO STATE COLLEGE BOULEVARD SEGMENT IMPROVEMENTS Improve westbound SR-91 to northbound and southbound SR-57 connectors Add an auxiliary lane from SR-57 to Raymond Avenue/East Street off-ramp Reconstruct La Palma Avenue overcrossing to include standard lanes, shoulders and sidewalks in each direction
Add bypass ramp for northbound SR-57 Orangethorpe Avenue off-ramp prior to SR-91, eliminating the need to merge across multiple lanes at the interchange Anticipated Construction Schedule: Mid-2025 to Late 2028 This Cooperative Agreement between Anaheim and OCTA outlines the respective roles and responsibilities and stipulates that OCTA will be the sponsor and funding agency to manage and administer the Project, including right-of-way acquisitions and implementation of the public awareness campaign. The City will collaborate and cooperate with OCTA on the Project and attend project meetings, review and approve project documents and inspect construction activity within City right of way.
IMPACT ON BUDGET:
Approval of this Agreement would increase the Department of Public Works revenue and expenditure appropriations by $245,000 in restricted transportation funds.
